What You Will Do

Reporting to the Deputy Laboratory Director for Operations, the Executive Officer (XO) will provide leadership, strategic planning, tactical coordination, and integration across the Operations Deputy Laboratory Directorate, which includes the following organizations: Business Management; Defense Protection Program; Environment, Safety, Health, and Quality; Facilities and Operations; Human Resources; and Infrastructure and Capital Projects. DDOPS has a budget of c. $3.1B and employs approximately 5,000 employees.

Key responsibilities include:
  • Overseeing the coordination of directorate-wide strategic planning and tactical execution to ensure the successful delivery of key projects, programs, and milestones.
  • Supporting DDOPS line management functions through the provision of operational oversite focused on excellence.
  • Interfacing with internal and external customers and stakeholders to establish and build on relationships that enhance the Laboratory's operational excellence, premier status, and reputation as a trusted resource.
  • Advocating for the development and funding of new operational initiatives to meet Department of Energy (DOE)/National Nuclear Security Administration (NNSA) operational mission objectives.
  • Collaborating with Science, Technology, and Engineering (DDSTE) and Weapons (DDW) XOs on strategic issues related to key Laboratory objectives and championing Lab-wide integration and alignment.

Personal Leadership
Demonstrated experience in providing leadership, strategic and tactical planning, and overall direction of a large and complex organization with significant fiscal and programmatic responsibilities requiring multidisciplinary integration across organizational units.

Technical Expertise
Demonstrated experience in one or more areas related to the DDOPS management portfolio, including areas such as business services, facility management, infrastructure planning and development, safety, security, environmental controls, etc.

Organizational Culture and Change
Demonstrated experience fostering an organizational culture of shared accountability, lessons learned, and continuous learning and improvement, including the proven ability to leverage findings and corresponding initiatives that further build capacity and enhance overall performance.

Strategic Collaborations
Demonstrated ability leveraging social and political acumen to build and grow both internal and external organizational relationships and programs, and effectively team across a multidisciplinary institution, including experience interfacing with senior external (e.g., federal, industry, academic institutions) and internal customers to strategize, develop, negotiate, and define goals/milestones and scope.

Education/Experience: Master's Degree in a relevant field and a minimum fifteen years of related experience in the areas described in this job posting, or an equivalent combination of relevant education and experience.

Desired Qualifications:

  • Demonstrated experience working within and knowledge of the operational aspects of a nuclear facility.
  • Demonstrated experience conducting operational activities at a National Laboratory and/or strong working knowledge of the DOE and/or NNSA.
  • Current DOE "Q" Clearance


Work Environment

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy Policy P701 for applicant eligibility requirements.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
