Position Description

Manages and directs the External Audit/Advisory Services Section of the Compliance Division. Responsible for the supervision of a group of auditors performing complex audit work to include audits of administrative and/or technical functions, Department grants, contracts and agreements to determine compliance with Department policies, procedures, directives and relevant laws. Work involves planning, organizing and overseeing audits in compliance with professional auditing standards and/or other programs and maintaining, reviewing and preparing confidential information. Also responsible for supervision of advisory services engagements, to include specific requests of internals clients to improve the agency's control environment, while ensuring safeguards are in place to ensure maintenance of objectivity and non-assumption of management responsibilities. The nature and scope of the advisory services engagements are subject to agreement with the engagement client. Reports to the Director of Compliance Division. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Serves as liaison between the Department and external auditors for audits of the Department.
  • Oversees the planning, execution and reporting on external audits and advisory service engagements.
  • Oversees Sarbanes-Oxley work performed to support the Department's Spirit of Sarbanes-Oxley initiative.
  • Assists in the development of audit, budget and training plans.
  • Assists in writing, reviewing and evaluating procedures.
  • Directs and oversees the planning and coordination of periodic audit reviews.
  • Keeps abreast of changes in policies and procedures.
  • Keeps management apprised of assignment progress through briefings, memoranda, and status reports.
  • Provides expert assistance regarding compliance requirements to departmental executives, managers and supervisors.
  • Responsible for continuing implementation of the single audit concept which includes coordination with the State Auditor's Office, other state agencies and the U.S. Department of Transportation.
  • Responsible for staff development through coaching, counseling, providing input on performance evaluations and trainingneeds.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 6 years of experience in Management, accounting, auditing or related areas. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have 3 years of supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Must be certified as a Certified Public Account (CPA) or Certified Internal Auditor (CIA), or must obtain either the CPA or CIA certification within eighteen (18) months of the date of hire.

Physical Requirements and Working Conditions:
