Under general direction, supervises financial analysts who prepare, process, and/or analyze accounting records, financial statements, and/or other financial reports and data: plans and manages all activities associated with federal reporting of expenses for assigned programs and/or entities (e.g., Health and Human Services [HHS]); acts as liaison with funding and/or monitoring sources (e.g., Auditor of State; HHS); works directly with federal and state auditors and with Ohio Department of Children and Youth (DCY) program and administrative personnel to explain financial information for the purpose of promoting effectiveness and fiscal integrity of federal programs (e.g., State of Ohio Single State Audit; Office of Chief Inspector); assists in preparation of financial information and correspondence for Legislative Budget Office, Office of Budget and Management, other state and federal agencies, and/or recipient organizations; interprets new accounting policies and procedures; trains, confers with, and/or advises managers and officials concerning financial information requests, budget, spending, equipment, and/or personnel needs; plans, analyzes, and manages fiscal information from multiple systems and data sources (e.g., Ohio Administrative Knowledge System [OAKS]; Administrative Cost Allocation [ACR]; County Financial Information System [CFIS]; Resources on Order [ROO]; Cognos; Federal Financial Reporting; budgets; source data from DCY Offices, Bureaus in Fiscal and other offices); prepares and maintains reports, records, studies, and correspondence for fiscal and/or budgetary activities and operations related to reporting (e.g., methodologies; analysis of audit findings; financial and grant reports pertaining to assigned agency programs); presents, as requested, report information in meetings to program staff and others; ensures reports are submitted timely; reviews and analyzes proposed legislation to monitor and/or confirm operational compliance with applicable state and federal guidelines (e.g., OMB Circulars A87; A133; Cash Management Improvement Act); communicates financial reporting requirements and concepts to agency administrators and staff; reviews and responds to audit findings to ensure departmental compliance with corrective action plans (e.g., Auditor of State; federal grant officers); responds to internal and external customers in oral and/or written form; serves as back-up for other Financial Analyst Supervisor within the Section; establishes and monitors quality control processes and procedures for all work generated by unit; keeps supervisor informed and in absence of supervisor, keeps Bureau Chief fully informed.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Plans and manages fiscal functions for grant reconciliation activities (e.g., outlays; cash draws and revenues; grant authority) for DCY relating to federal grants awarded by federal agencies (i.e., FNS) in accordance with federal and state regulations; reviews the reconciliation of federal authorizations and daily draw and expenditure activity by grant/program prepared by staff using OAKS, Payment Management System (PMS), Federal Reports, and county expenditure information; analyzes reconciliation reports completed by staff; advises management and makes recommendations for internal changes (e.g., processes; procedures; operations) necessary to comply with state and federal statutes; works closely with program and fiscal staff to promote effectiveness and fiscal integrity of federal programs.

Performs other related duties as assigned (e.g., conducts and/or participates in staff meetings and/or trainings; travels to attend meetings, conferences, and trainings; completes and/or reviews special assignments; participates in the design and implementation of procedural guidelines; remains current with applicable state and federal laws, rules, procedures, and standards governing fiscal and budgetary operations by reading program journals, special reports, audits, and government sites on the internet; develops and updates agency desk procedures for reference by unit staff; assists with grant management information documents; assists with office automation planning and implementation for the Bureau; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications

54 mos. exp. or 54 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or completion of undergraduate core program in business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or 12 mos. exp. as Senior Financial Analyst, 66563.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
