Under the supervision of the Staff Services Manager II, the Staff Services Analyst (SSA) performs less varied and complex range of analytical and technical assignments including budgeting, financial data analysis, training, and personnel support.

The position requires the incumbent to effectively establish and sustain satisfactory working relationships with individuals both inside and outside state government; analyze data, develop conclusions, and present findings in clear and concise written and verbal forms to appropriate staff; effectively utilize electronic data equipment to prepare reports and analyze data using Microsoft software applications such as Word, Excel and Power Point; communicate clear and concise responses in person, by telephone, electronic mail, and/or in writing to management, OGA staff, Financial Services staff, and the public, concerning various issues.

Duties include, but are not limited to:

• Act as the liaison between CDFA's Financial Services Branch (FSB) and OGA.

• Develop and maintain budget and tracking controls to ensure accountability of all OGA funds.

• Maintain comprehensive financial spreadsheets to track expenditures/recovery funds to ensure fiscal information is reflected accurately and posted to the program's budget.

• Analyze OGA expenditures to assist in the preparation of the annual budget and spending projections. Provide regular updates to management.

• Analyze and prepare mid-year, third-quarter, or other budget projections for all OGA programs for CDFA's Budget Office and/or management.

• Monitor OGA's budget authority, keeping management apprised of any potential deficiencies.

• Perform Unit Training Coordinator (UTC) duties by tracking and maintaining staff training histories; assist with class enrollment and send reminders to staff on available classes, as necessary.

• Review training requests from OGA staff for accuracy and completeness before forwarding to management for signature and the Training Office. Generate transcripts utilizing CDFA Online University to ensure required training is completed, upload certificates, and Form 700 filer compliance.

• Perform Personnel Liaison duties by serving as OGA's Attendance Clerk, collection and submission of monthly absence and Additional Time Worked Report (STD-634), and proper reporting of leave usage to Human Resources Branch (HRB).

Working Conditions

The duties of this position are primarily conducted indoors. Typical office environment which includes a computer with various software programs, including e-mail, telephone and/or cell phone with voicemail, various portable and stationary filing drawers and bins.

Department Information
The Office of Grants Administration (OGA) is recruiting to fill one full time Staff Services Analyst (General) (SSA) in Sacramento.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFAs Telework Policy.

The OGA is seeking dynamic candidates to fill the Analyst positions within the OGA. Under the direction of the Staff Services Manager II, the Analyst serves as a member of the OGA team. The OGA is the central focal point for the Department's grant funded activities and is responsible for analytical, forecasting, planning, and reporting activities associated with grant funds. The OGA provides assistance to the Department's programs regarding all aspects of grant funds. The OGA has transitioned to a hybrid telework model and prospective applicants statewide are encouraged to apply.
