Summary

As a Financial Management Analyst, you will provide support and advice on all phases of assigned program areas such as reviewing, evaluating and recommending improvements in financial methods and systems.

Duties

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home). Positions include routine telework and remote work arrangements that are geographically specific to: Philadelphia, PA.

As a Financial Management Analyst, you will perform the following duties:

Duties at the GS-11 Grade Level

  • Assist in conducting financial management projects and studies relating to planning, developing, implementing and evaluating financial management and accounting policy, systems, processes, methods, and procedures to enable and insure the timely and effective collection/delivery of financial information to all program participants and financial managers of GSA.
  • Analyze current methods and provide problem solutions to a myriad of situations relating to financial management systems activities.
  • Assist with quality assurance reviews of financial transactions and participate in federally mandated and agency specific financial audits, reviews, and internal control operations.
  • Evaluate reports and data to determine that the effect of transactions are being properly charged to the appropriate user.
  • Perform financial transactions and research in support of business lines and programs. Assist in the functional review and assessment of financial systems and enhancement initiatives and other information systems.


Duties at the GS-12 Grade Level

  • Prepare financial statements for required GSA financial reporting processes and develop special fiscal reports based on management or customer requests.
  • Performs quality assurance reviews of financial transactions and participate in federally mandated and agency specific financial audits, reviews, and internal control operations.
  • Review and assess changes in program plans and funding and their effect on financial and budget program milestones related to GSA activities. Work with financial personnel to recommend fiscal adjustments
    based on analysis of financial and budgetary relationships.
  • Perform overall financial management analysis involving accounting, auditing, budget, and profit and loss analysis for assigned activities and customers in order to support regional and national policies and procedures.
  • Monitor accounting systems impacting customer operations and income, expenses, obligations or related customer activities/accounts. Maintain automated records and data on financials to allow for and expedite the in-house processing, tracking and management of vouchers and payments.

Qualifications at the GS-11 Grade Level

The GS-11 salary range starts at $79,839 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience providing support on a wide range of financial operations and must include the following:

  • Using financial management techniques to analyze operations and make recommendations on improving financial management systems and activities;
  • Performing detailed analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions;
  • Performing financial transactions and conducting research associated with the accounts receivable and payable programs; and
  • Using automated tools and systems to analyze financial data and prepare reports. OR


Education: Possess a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR

Combination of Education and Experience: Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Qualifications at the GS-12 Grade Level

The GS-12 salary range starts at $95,694 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience providing analysis and advice regarding financial programs and systems and must include the following:

  • Monitoring financial reports for accuracy and fund management;
  • Analyzing financial data to determine whether existing operations, procedures, policies and reports meet organizational objectives;
  • Reviewing, analyzing and reporting upon financial income and expense statements using established accounting principles;
  • Performing analysis for new and unusual accounting situations and determining their proper treatment; and
  • Using automated systems and tools to conduct financial analysis.

  4. Ability to use information technology to accomplish routine tasks, including extracting budget and program data, and utilizing word-processing and spreadsheet and database applications.
  5. Knowledge of financial management decision-making, statistical analysis methods, and financial reporting.


Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
