Summary

The purpose of this position is to serve as Financial Management Specialist for DCSA's Office of the Chief Financial Officer (OCFO) as the Deputy Chief of Staff. This position supports (OCFO) leadership by managing budget, space and resource considerations, policy and process implementation and the life cycle support to agency and Directorate level requirements.

This announcement is open to: Current Civilian Federal Employees in the Competitive and Excepted service who reside or are currently employed in the defined local commuting areas (LCA) of Quantico, VA and Stafford VA. The defined local commuting areas (LCA) can be found under the "Duties" section of this announcement.

Duties

As a Financial Management Specialist Deputy Chief of Staff you will be responsible for the following duties:

* Support CFO/DCFO and CoS in day-to-day management and execution of DCSA's GF and WCF budget through policy and process implementation.

* Directly and indirectly support OCFO leadership and staff through planned and ad-hoc strategic meetings and activities, task management on behalf of OCFO to include directing and collecting task and project deliverables through agency task manager and other sources.

* Represent OCFO in a variety of internal and external meetings, messaging OCFO position and messaging external position and actions back to OCFO.

*Organize communications and activities within OCFO, ensure widest dissemination of information, policy enforcement and support ad-hoc inquiries from across the agency and staff.

* Directly support OCFO Chief of Staff in operational activities, to include OCFO budget and expenditure reporting, status reporting for employee certification and training, compliance and regulatory deadlines, etc.

Local Commuting Area (LCA) Definitions:

All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: expert experience working in budgets, project management, and space and resource management; advanced experience in strategic budget planning, programming, budgeting and execution processes to meet short and long-term goals/objectives; experience and skill in planning, organizing, developing, directing, and executing special complex projects; expert experience and In-depth ability to direct and coordinate a wide variety of activities concurrently; experience and skills in oral and written communications to prepare, present, and explain complex information, recommendations, and findings.
