MUST BE A CURRENT FEDERAL EMPLOYEE TO BE CONSIDERED. All other applicants will NOT be considered. This is a reimbursable detail assignment not to exceed 120 days. Maybe extended based on the needs of the organization.

If selected, a Memorandum of Understanding (MOU) must be signed by your current agency. Your supervisor and current agency must concur with the detail. The detail will not result in a promotion or a permanent position.

Duties

This position is located in the Budget Directorate, Office of Mission Support, Office of Inspector General (OIG). The Budget Directorate exists to advance efficiency, accountability, and performance by providing innovative solutions for financial management. The Budget Directorate achieves this by performing continual analysis on the OIG's financial position and serving as a senior advisor to the OIG leadership on tactical and strategic budget matters.

Responsibilities:

The ideal candidate will perform the following duties:

  • Plan and manage the financial resources of the OIG;
  • Lead the development of a goals-based management system for the OIG which involves exercising effective control over the financial resources of the organization;
  • Work extensively with the Inspector General and the Assistant Inspectors General to integrate goal based and customer driven decisions into the priorities and resource allocations of the OIG through multi-year and annual financial planning initiatives; AND
  • Oversee and lead OIG compliance with Federal appropriations law, OMB directives, as well as Congressional, Administrative and Agency requirements or initiatives related to fund reporting and management.

This is a Public Trust Position. Employment in this position requires a background investigation. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.

Depending on your status, this position may require serving a 1-year probationary period.

Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, civilian payrolls, and financial systems applications.
  • Knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of all allocated federal funds.
  • Serve as an expert advisor and is responsible for the proper and economic management of all financial resources under jurisdiction of the OIG, in accordance with a wide variety of laws and regulations.
  • Provide expert level guidance on a full range of activities associated with accounting, budgeting and financial reporting to support timely and legally sufficient budget schedules, narratives and exhibits as required by the Agency, OMB, and Congress.
  • Performs ongoing extensive analysis and continual monitoring on the execution of the OIG budget, provides reports on an ongoing basis to provide real time situational awareness to leadership
