This position is responsible for:
  • Acts as the first managerial level class, works under general direction and requires considerable knowledge of business and public administration & accounting in order to plan, direct, and coordinate administrative & support functions (e.g., budgets, payables, purchasing, sourcing, asset management, grant/cooperative agreement financial management, contract financial management) for Division of Animal Health (AH/ADDL)
  • Exercises initiative, adaptiveness, resiliency, & autonomy as a financial SME in managing and coordinating approved budgets, training of subordinate fiscal staff, purchasing & reporting financial duties under the direct input and guidance of the division leadership (e.g., Chief, Assistant Chief, Agriculture Inspection Admin, & Laboratory Director)
  • Ensures financial operations of division are efficient and supportive of Ohio Department of Agriculture (ODA) operations, missions, and goals; oversees purchasing procedures &/or activities (e.g., direct purchase, term contracts, leases & personal service contracts, service agreements)
  • Receives work direction and direct input from division leadership as policy or based on prioritized needs
  • Assists chief in preparation of division biennial budget requests (e.g., analyze proposals, prepare financial analytics, coordinate division budget proposal) & r eviews proposed spending plans and financial projections
  • Ensures actual spending is consistent with proposed spending plans/budgets
  • Makes forecasts concerning spending patterns, m aintenance & equipment funding/spending levels
  • Recommends appropriate action with respect to proposed expenses across division & analyzes fiscal activities of division or prioritized areas of responsibility for the division
  • Formulates, develops and implements financial policies/SOPs
  • Monitors accounts for division physical inventory (e.g., laboratory & office equipment), prepares &/or coordinates inventory/asset accountability reports as required
  • Assists in providing periodic capital improvement funding requests & verifies reimbursement eligibility
  • Produces invoices as required & approves invoices for payments, reimbursements, supply orders, & inventory
  • Acts as liaison with other federal grant offices, ODA divisions, vendors & private industry
  • Researches & responds to inquiries & complaints
  • Submits grant applications for division
  • Provides fiscal assistance in development of proposals and projects
  • Coordinates and communicates with ODA Fiscal Division & meets regularly with division leaders and ODA Fiscal Division to assist & advise & ensure uniform application of department and state policies and procedures are adopted and implemented
  • Provides regular updates to division leadership team on budget status, funds availability, recommendations for spending, etc.
  • Adapts and responds to policy changes for fund usage based on division needs & improves and optimizes ordering for field staff
  • Provide deadlines to the staff for fiscal year spending, work to minimize payment card transactions
  • Fulfills administrative/signatory role for federal agreements
  • Supervises assigned staff & performs other duties as assigned

Maternity Benefits

• 12 weeks paid childbirth leave at 70% with option to supplement to 100%

• Expanded maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth, and post-childbirth services are provided at no out-of-pocket cost to employees utilizing network providers.

• Examples of services now covered by network providers at 100% include:

• Prescription drugs that are directly related to maternity care are covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copay via prior authorization from providers.

Qualifications

4 years' experience in business or public administration

OR

Completion of undergraduate core program in business administration

AND

2 years' experience in business management

OR

Equivalent of Minimum Class Qualifications for Employment noted above
