Under the general supervision of the Financial Accountant II, the Associate Accounting Analyst utilizes the knowledge of State of California laws, fiscal accounting rules, and regulations contained in the State Administrative Manual, the Uniform Codes Manual, governmental accounting principles and procedures prescribed by the State Controller's Office (SCO) or as required by law. The incumbent will be responsible for professional accounting activities related to analyzing appropriateness of transactions, approving expenditures, certifying availability of cash, reporting of accounting records, and maintaining control records of the State's Central Control Accounting System. Operating at the full journey level, the incumbent exercises a high degree of independence and performs a full range of professional accounting duties.

Duties and Responsibilities:

  • Utilize independence and proficiency to handle professional and technical accounting assignments.
  • Analyze and reconcile complex accounting transactions and reports processed through or received by the State's Central Control Accounting System and FI$Cal. Ensure accounting transactions comply with accounting policies and government codes to process through the system accurately, while producing the necessary results.
  • Use various state manuals such as State Administrative Manual, Uniform Code Manual, Manual of State Funds and other Government Codes to maintain accounting records, monitor appropriation balances, analyze appropriateness of transactions, approve expenditures and verify availability of cash. Perform reviews of financial transactions for posting in the control records and ensures conformity to legal authority, financial accounting principles and practices.
  • Communicate with internal and external business partners to resolve specific problematic accounting issues and explain rules, regulation and/or procedures relating to the maintenance of the State's Central Control Accounting System. Advise external business partners by providing solutions to specific accounting problems that result when an agency's request cannot be honored due to existing laws and regulations, accounting rules and procedures, or a deficiency in cash or appropriation balances.
  • Perform sensitive daily cash reconciliations to ensure timely release of daily investment claims. Communicate with internal and external business partners to resolve time-sensitive issues related to the release of the investment claims.
  • Perform special projects applying accounting and auditing principles and procedures, as assigned by the Division or Bureau management.
  • Ensures that the existing procedures continue to meet the requirements of the State's Central Control Accounting System, specialized fiscal control accounting records, and FI$Cal. Identifies system improvements and errors related to accounting transaction data input. Provides recommendations of how specific accounting processes can be improved and operational tasks could be streamlined. Upon management approval, document and implement new processes or changes to current processes.
