Introduction

The Wisconsin Department of Natural Resources (DNR) Division of Forestry is accepting applications for a Forestry Tax Law Operations Specialist to lead the Tax Law Section's continuous improvement process to optimize program operations.

This position has statewide responsibilities with office space secured at GEF2 in Madison but could be headquartered at a Forestry Ranger Station or DNR office within the state determined to be best suited for the bureau's needs, applicant preference, and space availability.

Remote work may be available for a portion of the work week, after the initial onboarding period.

The exact amount is based on program need. Statewide travel will be required.

Position Summary

The Tax Law Operations Specialist leads administration of the Certified Plan Writer (CPW) program to include initial certification training and annual recertification. The position assists with the development of tax law policy, program management and training. The position is the technical expert for statewide program operations to include managing the Wisconsin Forest Inventory and Reporting System (WisFIRS) Private Lands database system. Is a key internal and external consultant within the Tax Law Section and serves as the primary contact for a diverse internal and external customer base to include; Cooperating Foresters, CPWs, Tax Law Forestry Specialists, Tax Law Team Leaders, and Statewide Program Specialists.

Salary Information

Starting pay for this position is between $37 to $39 per hour (or $76,960 to $81,120 annually), in addition to excellent benefits. This position is included in the classification Forester Advanced within Pay Schedule/Range 15-03.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Qualifications

Required qualifications include ALL the following criteria:

Work experience with program/project management and evaluation or participating in the development, implementation, and monitoring of standard operating procedures.

Experience giving public presentations, writing articles, and/or writing reports

Experience with database maintenance (eg. querying and data auditing) within Microsoft Access or equivalent software

Preferred qualifications include:

Experience in leading the development, implementation, and monitoring of standard operating procedures.

Experience providing regular mass communications, including public presentations and written articles or reports.

Work experience reviewing and implementing forest management operations

Experience with process improvement and quality control

Experience or education/training related to Wisconsin's forest tax laws or equivalent in other states

Experience with GIS Software
