DESCRIPTION

The Viterbi Family Department of Ophthalmology comprises 40+ faculty physicians and scientists, twelve resident physicians, 20 (including clinical and research) post-doctoral physicians and scientists, and over 250 staff with six divisions - Glaucoma, Retina, Cornea & Refractive Surgery, Pediatrics, Oculoplastics, and Neuro-ophthalmology. In addition, clinical services are provided at the Shiley Eye Institute Clinic, Ratner Eye Center, UCSD Jacobs Hospital, UCSD Thornton Hospital, UCSD Hillcrest Ambulatory Center, Ophthalmology 4th Avenue Clinic; UCSD Perlman Clinic, UCSD Rancho Bernardo Clinic, and the Veterans Administration (VA) Hospital. The Department of Ophthalmology has the largest single outpatient clinic at the University of California, San Diego, with over 120,000 visits annually. Additionally, over 5800 surgical cases are performed.

The Viterbi Family Department of Ophthalmology is rapidly growing and looking to expand its practice at the Shiley Eye Institute and research at the New Vision Research Center, Hamilton Glaucoma Center, and Jacobs Retina Center.

Under general supervision, the incumbent for the Viterbi Family Department of Ophthalmology Business Office provides fiscal/fund management, financial analysis and administration of full range of extramural grants, contracts, subcontracts, service agreements, gifts, and clinical trials totaling approximately $15 million in funds annually. This includes managing all aspects of federal grants/contracts and the administration of gifts, donations, and foundation accounts. Responsible for major functions and tasks of pre-award and post-award administration. Work with Principle Investigators (PIs) including Senior Leader PIs in providing successful financial management of multiple/various fund sources. Independently identify problems, troubleshoot and resolve variances, formulate solutions and/or make recommendations in accordance with departmental, university, and agency regulations. Responsible for financial reporting and contract maintenance for the Community Ophthalmology and Shiley Children's EyeMobile, and Senior EyeMobile Projects. Develop and analyze budgets, along with providing guidance and assistance to faculty and staff in financial management and proposal submissions. Serve as on-line reviewer/approver of all payment requisitions (entertainment, pay, mileage, honorarium), purchase orders, purchase requisitions, pre-travel, and travel reimbursements for the multiple divisions. Annual departmental budget process involving faculty compensation, expense projection and productivity forecast. Provide support in year-end departmental financial closing process assisting in journal preparation and entry. Ensure compliance with contractual and billing requirements for clinical trials and service agreements and invoice appropriate agencies in a timely manner. Provide fund management and oversight to ensure the smooth and efficient functioning of all financial business of the bulk accounts recharges. Act as liaison with OCGA, HSSPPO, OPAFS, General Accounting, OCTA, BCO and other central academic personnel in the acquisition and administration of research funding.

MINIMUM QUALIFICATIONS
  • Four years of related experience, education/training, OR a Bachelor's degree in related area.
  • Ability to manage a high volume of transactions.
  • Ability to perform moderately complex financial analysis and customized reporting.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
PREFERRED QUALIFICATIONS
  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
  • Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
