Summary:

General Construction Supervisor oversees corrective and preventative building maintenance and construction projects, from conceptual development through completion, on the University of Minnesota Duluth Campus. Creates assignments, timetables, and assigns responsibilities for team members. Selects and manages design consultants, contractors, sub-contractors, and trades staff to complete construction and maintenance projects. Individual ensures that projects and maintenance is performed in compliance with industry standards and specifications. Position supervises general construction, paint, and key shop maintenance activities as well as performing project management.

Duties:

Supervision 30%
  • Prioritize building maintenance requests from faculty, staff, and campus community members. Plan work schedules, assign duties and monitor the quality and timely completion of work.
  • Communicate effectively with customers to coordinate and resolve maintenance related problems.
  • Assist employees with complex technical problems or with difficult customer services.
  • Supervise, support, and direct the activities of (9) Maintenance Carpenters and (3) Maintenance Painters.
  • Interview, hire, coach, discipline, terminate, and conduct performance appraisals for staff members in assigned area.
  • Work with departmental planner to improve quality and efficiency of services provided by general construction, paint, and key shop.
  • Solicit quotes from vendors for construction materials and services. Maintain vendor relationships and ensure materials and services meet industry standards and the University's needs.
  • Coordinate with the departmental planner the purchase of materials and services.
  • Ensure compliance with all institutional and departmental policies/procedures.
  • Call out staff or vendors to respond to emergencies situations (fire, flooding, utility failure, contamination, evacuation, entrapments, etc.)

Project Management 20%
  • Oversee institutional construction projects from conception to completion.
  • Meet with prospective customers to establish project scope, delivery method, project cost, and schedule.
  • Secure appropriate funding and documentation from customer for project setup in Tririga.
  • Put together project budgets based upon construction documents, consultant reports, vendor proposals, industry practices, and experience.
  • Create requests for proposals (RFPs) and evaluate proposals from vendors for construction and consultant services.
  • Select and work with consultants, design professions, contractors, sub-contractors, and other trade professionals to deliver construction projects.
  • Provide professional review and feedback of design documents.
  • Coordinate plan reviews with customer, building code division (BCD), consultants, and other entities.
  • Works with departmental project coordinator to prepare and distribute building-wide announcements; building-wide hours postings, access schedules and campus project information which will impact the facility's occupants.
  • Perform site visits to review construction progress and ensure work is done to satisfactory standards.
  • Update customers and FM leaders on project progress, budget, and schedule changes.
  • Review and approve invoices, change order documents, construction pay applications.

Maintenance Operations 20%
  • Manages corrective and preventative maintenance activities to provide high functioning infrastructure systems and equipment in educational facilities.
  • Respond to building maintenance requests and coordinate building repairs based upon budget, schedule, occupant safety, academic schedules, business operations, etc.
  • Establish service standards; direct services in the areas of general construction, painting, and key shop activities.
  • Ensure building maintenance and construction work is performed to industry standards through site reviews and coordination with building code officials, Environmental Health and Safety (EHS), consultants, and other professionals.
  • Coordinate building maintenance and repairs with University trades staff and supervisors.
  • Recommend Repairs and Replacement (R&R) projects based on building maintenance conditions. Examples of projects include flooring replacement, maintenance painting, roofing repairs, building tuck-pointing, etc.
  • Manage R&R maintenance projects- coordinate work with internal trades crews and external vendors. Ensure work is completed to University's standards within established budget and schedule.
  • Oversee vendor contracts for building maintenance (roofing, flooring, masonry, glazing, and painting) and coordinate services with vendors.
  • Respond to building maintenance emergencies after hours as needed (flooding, lock-outs, building leaks, etc.)

Hazardous Material Inspection 20%
  • Inspect Buildings: Conduct thorough inspections of buildings to identify hazardous materials such as asbestos, lead, mold, or other harmful substances.
  • Sampling and Testing: Coordinate or perform sample collection of suspected hazardous materials for laboratory analysis to confirm their presence and assess the level of risk.
  • Assess Risks: Evaluate the potential health risks associated with the presence of hazardous materials and determine the extent of contamination.
  • Documentation: Maintain detailed records of inspection findings, test results, and recommendations for remediation or mitigation measures.
  • Compliance Monitoring: Ensure that staff, contractors, and buildings comply with relevant regulations and standards regarding hazardous materials, such as OSHA (Occupational Safety and Health Administration) regulations, EPA (Environmental Protection Agency) guidelines, and local building codes.
  • Education and Outreach: Educate stakeholders about the risks associated with hazardous materials and promote awareness of proper handling, removal, and disposal procedures.
  • Risk Communication: Communicate findings and recommendations effectively to building occupants, contractors, and other relevant parties to facilitate informed decision-making and ensure safety.
  • Coordination with Other Professionals: Collaborate with environmental consultants, remediation contractors, regulatory agencies, and other professionals involved in addressing hazardous materials issues.
  • Continued Learning: Stay updated on emerging trends, regulations, and technologies related to hazardous materials inspection and management through ongoing education and training.

Administrative 10%
  • Review and approve time cards. Monitor vacation, sick leave, and compensatory time balances. Approve/deny vacation requests in accordance with union contract.
  • Schedule staff and authorize overtime accordingly to meet operational needs.
  • Complete appropriate accident and work related injury reports in a timely fashion.
  • Review work procedures and ensure safe work practices for staff. Responsible for training and participation in FM safety program.
  • Create, maintain, monitor, and close out project records and work tasks (WTs) in Tririga software system.
  • Procure goods and services using Tririga software by entering standard contracts, purchase orders, and change orders.
  • Provide timely correspondence to emails, phone calls, and inquires in regards to building maintenance and construction projects.
  • Conduct project meetings with owners, consultants, and vendors (IE kickoff meeting, progress updates, plan reviews, etc.)
  • Attend committee and staff meetings, provide regular updates to FM Management team.


Qualifications

Required Qualifications:

  • Bachelor's Degree and 4 Years of experience in facilities management with relevant construction or project management experience, or a combination of related education and experience equal to 8 years.
  • Knowledge of construction management processes, means and methods.
  • Ability to read and interpret construction drawings and documents.
  • Demonstrated computer proficiency- Microsoft365 (Word and Excel), Google Apps (Gmail, Calendar), Zoom, and knowledge of project management software.
  • Excellent verbal and written communication skills, including ability to effectively communicate with internal customers, campus community, and vendors.
  • Ability to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.

Preferred work experience:
  • Knowledge of building construction, maintenance, repair and renovation related to institutional type structures.
  • Working knowledge of the laws, rules, and regulations relating to building maintenance activities.
  • Experience supervising classified personnel represented by collective bargaining groups.
  • Considerable knowledge of occupational hazards and safety precautions.
  • Ability to evaluate information and prepare recommendations.

May be exposed to cold/hot temperatures, slippery conditions, tripping hazards, dust, loud noises, and hazardous materials while inspecting or performing construction site visits.

Individual will need to evaluate information from customers, consultants, trade staff, and vendors and make sound decisions related to maintenance and construction activities. Individual will provide regular updates to manager, but will resolve most problems without guidance or assistance from senior leader.
