Position Description

Performs and coordinates highly advanced transportation engineering operations or maintenance support work such as construction and/or complex contract maintenance inspection; light and heavy equipment operation; roadway maintenance; traffic control; helping the public during emergency situations; and training other employees. May serve as a lead worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Conducts tests of highway construction materials, makes calculations, and records results.
  • Inspects construction and routine and non-routine contract maintenance methods and workmanship to ensure contractors
  • build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications.
  • Moves equipment, tools, materials, and products.
  • Inspects traffic control devices and their placement at construction project sites for compliance with specifications for
  • devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices.
  • Operates light and heavy equipment; performs preventive maintenance and repairs on equipment; performs roadway maintenance.
  • Oversees complex maintenance and spot improvement contracts.
  • Performs other job responsibilities as assigned.


Tech II

  • Along with all duties stated above
  • Identifies, analyzes, and implements solutions for complex maintenance problems.
  • Inspects barricades to ensure compliance with barricade standards.
  • Inspects complex maintenance and construction-related work to include hot mix overlay to ensure compliance with safety,
  • laws and regulations, contract specifications and departmental procedures.


Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies

Experience:

General Engineering Tech I: 4 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience.

General Engineering Tech II: 6 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience.

(Experience can be satisfied by fulltime or prorated parttime equivalent).

Related college education or relevant technical training may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.


Preferred Qualifications:

  • Commercial Driver's License

  • Applicable inspection methods, procedures and techniques
  • Materials used in highway/bridge construction and maintenance
  • The Texas Manual on Uniform Traffic Control Device
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Applicable testing methods, processes and procedures
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
  • Preparing and maintaining confidential and sensitive records, files and reports
  • Using computers and applicable programs, applications, and systems
  • Maintaining a safe and effective working relationship with others
  • Monitoring contracts and procedures


Physical Requirements and Working Conditions:

  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Required to wear protective gear-respirator, hard hat, or other device
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Stooping-bending body downward and forward by bending spine at waist
  • Crouching-bending body downward and forward by bending leg(s) and spine
  • Reaching-extending hand(s) and arm(s) in any direction
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
