Position Information

TxDOT's Tyler District is looking for a Design Project Coordinator I, II, III, or IV located in Tyler, TX. This position includes oversight and development of schematics and plans, specification, and estimate (PS&E) packages for Central Project Development (CPD) in the Tyler District. This position will support both in-house PS&E development and/or management of consultant contracts.

  • Design Project Coordinator I : B19 $45,244 - $72,408
  • Design Project Coordinator II : B20 $48,158 - $77,477
  • Design Project Coordinator III : B21 $51,278 - $82,901
  • Design Project Coordinator IV : B22 $54,614 - $88,703

Position Description

Provides highly skilled technical expertise and oversees multiple design and/or building construction projects. Reports to a licensed professional engineer or registered architect who has final approval authority for projects. Work requires contact with governmental agencies, consultants and construction firms. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Design Project Coordinator I

Provides highly skilled technical expertise and oversees multiple design and/or building construction projects. Reports to a licensed professional engineer or registered architect who has final approval authority for projects. Work requires contact with governmental agencies, consultants and construction firms. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Design Project Coordinator II

Provides highly skilled technical expertise and oversees multiple design and/or complex building construction projects. Reports to a licensed professional engineer or registered architect who has final approval authority for projects. Work requires contact with governmental agencies, consultants and construction firms. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Design Project Coordinator III

Provides highly skilled technical expertise and oversees multiple design and/or advanced building construction projects. Reports to a licensed professional engineer or registered architect who has final approval authority for projects. May lead the work of technical employees. Work requires contact with governmental agencies, consultants and construction firms. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Design Project Coordinator IV

Provides highly skilled technical expertise and oversees multiple design and/or advanced building construction projects. Reports to a licensed professional engineer or registered architect who has final approval authority for projects. Leads the work of technical employees and provides training. Work requires contact with governmental agencies, consultants and construction firms. Employees are virtually self supervising and assume accountability for their work.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience:

  • Design Project Coordinator I: 7 years design, plan preparation, construction inspection, surveying.
  • Design Project Coordinator II: 8 years design, plan preparation, construction inspection, surveying.
  • Design Project Coordinator III or IV: 9 years design, plan preparation, construction inspection, surveying.


(Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Competencies:

The required competencies for the Project Coordinator I and II include:

  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Program/project planning, development, and management methodologies
  • Applicable computer software applications and hardware
  • Contract development and management policies and procedures
  • Higher mathematics
  • Performing advanced drafting
  • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
  • Leading, assigning, reviewing, and monitoring the work of others
  • Prioritizing projects/workload and meeting deadlines
  • Using computers and applicable programs, applications, and systems
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals


The required competencies for this Project Coordinator III include all of the above and:

  • Design and plan preparation methods and requirements
  • Competitive bid processes, rules and regulations
  • Budgeting methods and procedures
  • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Analyzing and organizing business and technical data
  • Preparing and maintaining confidential and sensitive records, files and reports


The required competencies for this Project Coordinator IV include all of the above and:

  • Coordinating labor, materials, and equipment
  • Applying engineering principles, practices and methods in job responsibilities
  • Application of engineering fundamentals
  • Reading and interpreting applicable plans, schematics, blueprints and maps


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
