Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Information Technology Services area of the agency. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency. The successful candidate will be an integral part of the GLO's Information Technology Services team.

Plans, directs, supervises, and coordinates the work of the Business Intelligence staff in designing, developing, delivering, and executing highly advanced software applications and data management systems leveraging platform-as-a-service technologies. Manages and evaluates business requests and leads the design of solutions that align with project goals and objectives, prioritizing the use of commercial products and software-as-a-service offerings over custom development as needed. Oversees and establishes clear goals and objectives for the team, and manages all aspects of personnel management for the team, including recruiting, training, professional development, and performance management activities. Ensures the quality and compliance of the work conducted by the team, establishing methods to monitor and evaluate work quality and quantity, and overseeing the identification of areas that need change and improvement.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Elements:

Oversees and establishes clear goals and objectives of the team. Develops and approves schedules, priorities, and standards for achieving goals. Manages evaluation activities. Oversees all aspects of personnel management for the team, including the recruiting, training, professional development, and performance management activities.

Establishes methods to monitor and evaluate work quality and quantity, and oversees the identification of areas that need change and improvement. Ensures that work products produced by staff adhere to standards, policies, and requirements. Complies with audits and investigations.

Manages and performs research and analysis required for project proposals, software and systems modifications, and collaborates with team and leadership regarding the technologies, products, services, and strategies needed to successfully align technology with agency business needs. Manages and evaluates business requests and leads the design of solutions aligned with project goals and objectives.

Collaborates with IT leadership to develop and implement strategies that support the team, the agency business needs, and complementing the delivery of IT services to the agency.

Prepares reporting for external entities and internal service delivery functions, including reporting for executive leadership. Reviews and approves documents and reports to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.



Qualifications:

Minimum Qualifications

Graduation from an accredited four-year college or university with major coursework in computer science, information systems, data science, computer engineering or a related field; or related work experience.

Three (3) years or more of professional experience working in a team lead or supervisory capacity.

Six (6) years or more of professional experience in data engineering, BI development, and data analysis.

Equivalent education and experience may substitute for one another.

Preferred Qualifications

Experience with AI and machine learning applications in data analysis.

Experience in a leadership role managing data engineering and BI teams.

Experience using modern data engineering and data analysis technologies (e.g., Power BI, Tableau, SQL, Python, AWS, Azure) with preferred experience with Power BI, including dashboard and report development.

In-depth understanding of data warehousing, ETL processes, and data governance.

Experience modernizing and scaling data capabilities in an enterprise environment including driving best practices in data management and engineering, improving data governance and stewardship, growing capability adoption, etc.

Experience working with data privacy, compliance, and data security requirements.

Experience with recruiting, developing, and managing team members. Strong coaching, and mentoring skills.

Experience with diverse lines of business and a strong business acumen with the ability to understand business priorities, operations, and data enablement potential.

Experience with software development project and workflow management tools, source control, continuous integration, and continuous deployment.

Knowledge of capabilities of project and workflow management tools such as Microsoft ADO or Atlassian Jira.

Knowledge, Skills, and Abilities (KSA's)

Knowledge of data engineering, data integration, and data analysis best practices.

Knowledge of key technologies and processes across data engineering including data integration, data storage (data warehouse, data lakes, etc.), data workflows, database management, data visualization, etc.

Knowledge of the responsibilities outlined in Texas Government Code Sec. 2054.137.

Experience in establishing and managing a data governance program, including data asset identification, policy and standards enforcement, data stewardship, data risk management, and data security and confidentiality.

Knowledge of the principles, best practices, techniques, and implementations of Agile software development lifecycles, including Scrum, Kanban, and DevOps.

Knowledge of server operating systems, enterprise applications, cloud-based application platforms, data management and storage, information security, and hybrid (cloud and on-premise) platform environments.

Knowledge of enterprise architecture in the area of IaaS, identity and access management (IAM), collaboration platforms, and security technology.

Knowledge and experience with Microsoft Windows and Microsoft Office productivity applications: Word, Excel, Access, PowerPoint, OneDrive, SharePoint.

Knowledge and understanding of the software development life cycle process from ideation and requirements elicitation through deployment, maintenance, and retirement.

Proficiency and professionalism in multiple communication mediums and channels, including verbal and written communication, email, chat, video conferencing, presentation, and workflow management platforms (e.g., Azure DevOps, Jira). Adept at listening to and seeking to understand different or conflicting views.

Skill in analyzing business processes, problem identification, systems and procedures, solving complex problems, and explaining abstract concepts in concrete terms in a customer-oriented production environment.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
