Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Community Development & Revitalization (CDR) program area.

Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning.

within the Development, Plans, & Operations Support (DPO) branch of the Community Development & Revitalization (CDR) division in the Texas General Land Office (GLO). Work involves establishing the strategic plan and goals and objectives in coordination with executive leadership; developing policies, procedures, and guidelines to ensure compliance with HUD polices; establishing priorities, standards, and measurement tools for determining progress in grant program objectives; and reviewing and approving DPO budget expenditures. Supervises the work of the DPO branch. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Performs other duties as assigned. Other duties assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Elements

  • Directs the activities of the Development, Plans, & Operations Support (DPO) branch staff in the CDR Division. Provides oversight of group managers and their direct reports. Conducts performance evaluations and is responsible for human resource functions including but not limited to hire/fire, disciplinary actions, schedules, merits, promotions, career coaching, and manages evaluation activities.
  • Develops strategic plan with executive management and establishes the DPO tactics to achieve goals and objectives; develops and implements techniques for evaluating DPO progress on those tactics and manages program evaluation; identifies need for and implements changes to improve operations; and oversees the preparation and approves management and productivity reports.
  • Provides technical expertise and guidance for Development Program and Planning Studies grants; plans, develops, and approves timelines, priorities, and standards to accomplish work; plans, implements, coordinates, monitors, and evaluates CDBG and GLO-CDR policies and procedures to ensure compliance across all programs; develops and monitors program budgets.
  • Represents the GLO and CDR at internal and external meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Coordinates with other GLO divisions and CDR sections and branches on program related activities to ensure consistency, compliance, compliance and efficiency.
  • Obtain proficiency in TIGR, and other CDR systems of record including Centralized Accounting and Payroll/Personnel System (CAPPS), to create and complete all applications, projects, project sites and budgets as required by CDR Management.




Qualifications:

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment, for example: Business Administration, Public Administration, etc. is generally preferred. Experience and education may be substituted for one another.
  • Four (4) or more additional years of experience in the management and direction of a program relevant to the assignment; OR
  • Two (2) or more additional years of experience in the management and direction of a program relevant to the assignment AND two (2) more years working of experience managing programs related to Housing and Urban Development (HUD), Disaster Recovery, Mitigation, Grant Management, or related field.


Preferred Qualifications

  • Proficient with Microsoft Office: Outlook, Word, Excel, PowerPoint.
  • Experience in Disaster Recovery and/or community development block grant work.
  • Experience with oversight of federal funds or federally funded programs.
  • Experience managing programs related to Housing and Urban Development (HUD), Disaster Recovery, Mitigation, Grant Management, or related field. Familiar with State and Federal programs related to housing, housing management, grant management and disaster recovery.
  • Experience managing CDBG-DR/MIT or other federally funded disaster recovery programs, people, and/or projects.


Knowledge, Skills, and Abilities

  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
