Your Role:

MilliporeSigma is looking for a Government Proposal and Contracts Manager. This talented individual will be a remote-based member of the Federal Government Sales team responsible for managing U.S. government customer acquisition processes above the micro-purchase threshold. Job duties include:

• Hunting for solicitations to identify contract opportunities in bid portals such as sam.gov, DIBBS, FedConnect, Unison Marketplace, primarily using Fedmine
• Build a network of internal business partners by working closely with various stakeholders throughout the company to assess capability fits for contract opportunities (specialists, product managers, bulk/custom groups, tech service, legal, and supply chain)
• Develop a compelling, compliant, and high-scoring proposal in response to bids including ensuring that all RFP format specifications have been followed and meet all proposal deadlines
• Maintain dashboards and reports in Salesforce to create visibility of accurate status on all proposal efforts
• Manage multiple proposals simultaneously with varying deadlines
• Maintain a broad understanding and application of company capabilities and articulate corporate value propositions to partners and customers
• Identify and secure potential teaming partners with a clear understanding of their complementary value.
• Execute Proposal Channel Strategy including working with MilliporeSigma's distribution partners where they have value add.
• Coordinate with leadership to establish priorities and identify any resource constraints
• Build relationships with government contract officers
• Proactively perform data analysis in Fedmine for opportunities like identifying expiring contracts and sharing capabilities with contracting offices related to scientific research.
• If awarded, perform active management of contracts including track compliance and fulfillment of contracts.
• Travel 10%

Who You Are:

Minimum Qualifications:

• Bachelor's Degree in biology, chemistry, or similar field
• 1+ years of experience with federal government proposal contract management

Preferred Qualifications:

• Experience as a Government proposal Contracts Manager
• Understanding of Federal Acquisition Regulations (FAR)
• Excellent communication and negotiation skills
• Detailed oriented
• Ability to influence/educate others to gain internal buy-in for support
• Demonstrate strong organizational, prioritization and planning skills for successful project management
• Proven ability to work and succeed under minimal supervision
