Clarification from the agency

This position is open to current and former Federal employees with permanent competitive status or reinstatement eligibility. Duties

At the full performance level (GS-13) the major duties of this position include but are not limited to the following:
  1. Serves as a Grants Management Specialist/Officer responsible for the performance of pre-award and post-award functions in support of various financial assistance programs involving both discretionary and mandatory funding incorporating various legal authorities, and statutory requirements, with various recipients including non- profits, educational, local and state governments, and tribal entities.
  2. Performs/reviews detailed budget analysis of all applications to determine the necessity, reasonableness and appropriateness of the proposed costs through verifying and evaluating data supporting each element of cost and may require the request and use of pre-award audits by a Federal audit agency or an outside audit firm.
  3. Administers grants and agreements by monitoring performance, progress and cost, protecting the government's rights, enforcing all terms and conditions and ensuring that all actions are properly completed.
  4. Peer reviews, edits, and provides input into documents, reports, spreadsheets, procedures, presentations, training materials, and work products.
  5. Develops guides and procedures to be used region and/or center wide to ensure standardization and streamlining of processes.
  6. Interprets policy for program staff and applicants.
  7. Provides technical assistance, conducts and attends both meetings and conferences of interest to financial assistance community, provides training and business management assistance to program staff, applicants, recipients, and other federal agencies on grants and cooperative agreements, as requested.
  8. Works with a national grants team to ensure standardization, quality control, efficiencies, training, and transparency of the grants process, for recipients, program officials, and other interested parties.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience or Education for the grade to which you are applying.

GS-11

Specialized Experience:

A. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) performing budget analysis on grant applications and modifications; and 2) monitoring the performance of grant recipients through review of financial and performance status reports.

B. Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

C. Combination of Experience and Education: Only education in excess of the first two years of progressively higher-level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%) =100%).

GS-12

To qualify for the GS-12*, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. *NOTE: Education cannot be substituted for experience at the GS-12 grade level.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.

Salary Range Information:

GS-11: $74,299-$96,586 per annum

GS-12: $89,054-$115,766 per annum

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Driver's License: You will be required to operate a government motor vehicle as part of your official duties.

Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450.

Grants Management certification: This position requires the incumbent to obtain and maintain a Grants Management certification from an approved organization.
