NM Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.

The Local Preparedness Program serves as a force multiplier for local jurisdictions' preparedness efforts by serving as emergency management subject matter experts who aid in the development and sustainment of community preparedness initiatives and planning efforts.

Why does the job exist?

The purpose of this position is to work on program or project management and coordination of the Statewide Hazardous Materials Program.

Duties include:

- Overseeing Hazardous Materials Emergency Preparedness grant application, award, and sub-grant flow-through funding
process
- Coordinating the federally mandated Emergency Planning and Community Right to Know Act (EPCRA) Program
- Providing meeting support to the State Emergency Response Commission (SERC),
- Providing meeting support to the State Hazardous Materials Safety Board
- Overseeing annual Tier II hazardous materials reporting for the state

How does it get done?

This position will:

- Maintain and continuously improve the New Mexico Hazardous Materials Program.
- Serve as single point of contact for all hazardous materials preparedness activities for the state.
- Review, maintain and update the State Hazardous Materials Emergency Response (HMER) plan as needed.
- Develop and submit the information for the Hazardous Materials Emergency Preparedness (HMEP) grant relating to flow through funding. Facilitate the submittal of sub-grantee reporting and reimbursement. Respond to local community¿s inquiries regarding sub-grants and requirements for obtaining sub-grants.
- Assist the Local Preparedness Program Manager with preparing and updating the HMEP application to Department of Transportation (DOT) with required reporting to DOT.

Who are the customers?

Primary Customers include: Staff and contractors of DHSEM, stakeholders in local, county, and tribal jurisdiction emergency management communities, and residents of New Mexico. Additional customers include federal agencies, for profit and nonprofit organizations

Ideal Candidate

The ideal candidate will:

- Have experience working as part of a team, both with on-site and off-site members.
- Be outgoing and able to build partnerships with whole community representatives.
- Have experience with policy development, policy interpretation and program management.
- Have good communication skills, experience writing reports, and conveying complex information to diverse audiences.
- Have experience as an industry regulator.
- Have experience working with sub-grant applications, selection of sub-grant recipients, and managing subgrant recipients or be willing to be trained.

Minimum Qualification

Bachelor's degree from an accredited four-year college or university in any field and a minimum of (2) two years of experience in emergency management and/or emergency operations. Substitutions Apply. See Substitution Table below.

Employment Requirements

Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching, and walking. Short and continuous time frames and/or time constraints and performing duties under short timelines are a common occurrence Ability to lift and carry a minimum of 25lbs. Occasional work outside in inclement weather.Work is primarily performed in-person, online, and in a virtual setting. Some travel in-state expected. Some out-of-state travel is
possible. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergency and/or disaster situations or as business requires. Shift work may be required during emergency activations.
