Under direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) performs a wide variety of health and safety related duties including but not limited to: conducting safety inspections and reviews of the border protection facilities and operations; providing management with reports of safety requirements and deficiencies; developing and implementing safety protocols for prevention of employee injuries and accidents; providing training and guidance to staff regarding health and safety and ensuring compliance with California Code of Regulations and other departmental policies and procedures. Travel will be required. This position enables the Program to foster and improve teamwork with staff at the individual border inspection stations as well as developing partnerships within the Exclusion Program. The AGPA's input and recommendations have significant impact on policies and projects which are key factor as to whether the Program accomplishes established goals and objectives.

Duties include but are not limited to:

• Coordinate with the management team to design and/or revise and implement the Border Protection Stations (BPS), Illness and Injury Prevention Plans (IIPP).

• Perform workplace inspections at the stations and recommend necessary actions to ensure compliance with workplace health and safety standards.

• Coordinate with the management team to design and develop employee safety and personal protection protocols, policies, and standard operating procedures established from risk assessments of employee hazard exposure, particularly those risks found in agricultural settings.

• Identify patterns and trends from accident records, safety reviews and inspections and develop recommendations for addressing trends and preventing future accidents.

• Develop training materials and conduct regular training for staff on health and safety policies and procedures.

• Respond to employee complaints and suggestions for improvement related to employee health and safety in the workplace.

• Oversee and evaluate Program training needs to ensure all employees receive mandatory training. Develop and monitor training database to meet Departmental and State training requirements. Work with the Human Resources Branch to ensure all training records are accurate and current.

• Perform a variety of special assignments delegated by the Program Supervisor and Branch Chief.

• Participate in team activities and staff meetings and assists as needed to accomplish the mission of the Program and/or Division.

Working Conditions

The duties of this position are primarily conducted indoors. Office equipment includes a computer, with various software programs, including e-mail, a telephone with voice-mail, facsimile machine, and stationary filing drawers and bins.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Travel by State vehicle or other public transportation systems to various remote locations throughout the State is required on an occasional basis.

Department Information
The Department of Food and Agriculture operates 16 agricultural border protection stations. Pest Exclusion Exterior personnel enforce federal and state agricultural importation regulations in an effort to keep exotic invasive species out of California. Other activities of the border stations include cooperative work with other agencies. The Program is comprised of permanent and seasonal employees.
