Under the general direction of the Human Resources (HR) Section Chief, the Staff Services Manager II will provide direct oversight of payroll, benefits, transactions, and health management tasks, responsibilities, and staff with significant responsibility for formulating and administering High-Speed Rail Authority (Authority) policies and programs. The SSM II will manage a team responsible for providing Authority employees pay, leave, accounts receivable, health benefits, workers compensation, reasonable accommodation, Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), leaves of absence, disability insurance, and all related tasks. The SSM II will also oversee a multitude of critical assignments for the Authority, including timesheet automation through ServiceNow, the California State Payroll System (CSPS) Project, leave management plans, personnel communications to the Authority, and escalation of critical payroll, benefits, or health management issues to control agencies, such as the State Controllers Office (SCO) and California Department of Human Resources (CalHR).

Working Conditions
Part time telework is available for this position up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

  • Knowledge of SCO processes, resources, and state payroll processes, requirements, and regulations.
  • Knowledge of state retirement, benefits and accounts receivable processes, requirements, and regulations.
  • Knowledge of state medical processes, benefits, and requirements of state employers in the FMLA, CFRA, reasonable accommodation, workers compensation, and leave of absence processes.
  • HR automation and HR project management experience.
  • Ability to streamline processes and review tasks and workflows at a broader, organization level and with a customer-focus.

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer's market during summer months, and Old Sacramento.
