Since 2016, Correctional Health Services (CHS) has been the direct provider of health care in the New York City jails. Deeply committed to human dignity and patient rights, CHS is part of the NYC Health + Hospitals system and is a key partner in the City's efforts to reform the criminal-legal system. Our in-jail clinical services include medical, nursing, and mental health care; pharmacy services; substance-use treatment; social work; dental and vision care; discharge planning; and reentry support.

Given the high visibility of this initiative, we are seeking the highest caliber health care professionals in key clinical services to staff our Outposted Therapeutic Housing Units (OTxHU). To be located in three NYC Health + Hospital acute care facilities, the OTxHU is a pioneering approach to safely increasing access to high quality clinical care for patients in custody who have complicated health conditions. OTxHUs will bridge the gap in the continuum between care provided in the jails and inpatient hospitalization, with admission to and discharge from the OTxHU in accordance with a patient's clinical needs. CHS will be the primary health care providers on these units and the NYC Department of Correction will provide security and custody management.

The OTxHU at NYC Health + Hospitals/Bellevue in Manhattan will be the first of this unique, groundbreaking project to open with a planned completion date as early as the end of 2024. *To help support continuity of operations and care, staff selected to work in the OTxHU may also be required to work in CHS locations within the jails. Additionally, while CHS seeks the most qualified individuals for these positions, preference will be given to equally qualified, internal candidates.

Job Description

Position Overview

Under the general supervision of the Director of Health Service Administration and with latitude for independent judgment and initiative, the Health Service Administrator provides direct management of daily clinic service delivery. HSA works in partnership with clinical leadership, hospital staff, and the Department of Correction (DOC) to ensure that all goals and objectives are accomplished in accordance with policies and procedures

Responsibilities

Operational Plan Oversight - Develops and supervises the facility's operational plan. Proactively plans for the future state of the clinic, identifying and then implementing functional enhancements to ensure workflow efficacy and staff optimization.

On-Site Leadership - Works proactively with the clinical teams, Department of Correction, and other stakeholders to address potential barriers to patient care. Represents CHS in all interagency initiatives to communicate patient needs clearly and concisely.

Patient care Coordination and Operational Management - Works collaboratively with adjacent facility team leaders to ensure that patient care needs are exceeded and serves as a team's operational leadership resource by establishing processes and systems to support the facility with minimal or no supervision.

Workforce management - Directs daily tasks assigned to clinic staff and manages administrative staff to ensure adequate support across all health services.

Safety Leadership - Performs risk assessments and identifies potential workplace safety deficiencies. Work with CHS safety and the agency responsible for abating to resolve all safety-related issues promptly.

Emergency Reporting and Incident Management - Adheres to and enforces all safety and security policies and procedures and participates in and ensures compliance with applicable safety/emergency drills; responsible for educating staff on conveying the importance of reporting employee-related accidents, injuries, and incidents of workplace violence and supporting proper documentation and reporting processes. Responsible for gathering all relevant documentation to process and provide notification of all employee-related accidents, injuries, and incidents of workplace violence at the assigned facility.

Corporate title Qualifications
1. A Master's degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related discipline and four (4) years of progressively responsible administrative, managerial and/or consultative experience and background; or
2. A Baccalaureate degree from an accredited college or university in disciplines, as listed in "1" above, and five (5) years of progressively responsible administrative, managerial and consultative experience and background; or
3. A satisfactory equivalent combination of training, education and/or experience.

Minimum Qualifications
1. A Master's degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related discipline and four (4) years of progressively responsible administrative, managerial and/or consultative experience and background; or
2.A Baccalaureate degree from an accredited college or university in disciplines, as listed in "1" above, and five (5) years of progressively responsible administrative, managerial and consultative experience and background; or
3.A satisfactory equivalent combination of training, education and/or experience. However, all candidates must have a minimum of a Baccalaureate degree in disciplines, as listed in "1" above.
