Job Description
We have an opening for aHuman and Organizational Performance (HOP) Program Specialistto oversee the implementation of a safe performance of work model that incorporates HOP principles into Laboratory operations.You will work with ES&H and frontline managers/supervisors to implement HOP principles and practices. You will help reduce the occurrence and consequences of errors by developing and implementing disciplined work practices for the performance of complex programmatic science, R&D, nuclear, explosives, construction, and maintenance by LLNL and/or subcontractor employees. This position is within the Environment, Safety and Health (ES&H) Division of the Operations and Business Directorate.
This position requires full-time on-site presence due to the nature of the work.

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).
Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Job Description

In this role you will
- Assist with the development and implementation of policies and procedures that govern means and methods by which latent organizational weaknesses can be mitigated and HOP error management tools can be applied.
- Assist functional area managers and advise directorate and facility managers on the application of HOP principles and tools within their organizations.
- Assist with the design, development and implementation of an LLNL learning teams model that can be applied by all directorates.
- Assist with the analysis, design, development, implementation and evaluation of HOP-related training for various levels of employees.
- Oversee the training, coaching, mentoring and effectiveness of LLNL HOP Practitioners.
- Participate in audits and assessments designed to monitor and improve the implementation of HOP principles for all Laboratory operations.
- Participate in pre-start reviews and pre-and-post job briefings to provide feedback for improvement on the application of HOP principles and identify lessons learned when needed.
- Develop and monitor metrics, analyze trends, and prepare reports for senior management to inform strategic decision-making and demonstrate the impact of HOP initiatives on the Laboratory's overall performance.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor's degree in an engineering, science, psychology, organizational behavior, safety or other related technical field, or equivalent combination of education and related technical experience.
- Advanced experience providing subject matter expertise in support of human and organizational performance improvement and operational learning methodologies for both learning from incidents and from normal work.
- Working knowledge of environmental, health and safety standards, programs and hazard identification, analysis and control methods.
- Experience working independently while simultaneously handling a variety of complex issues and milestone commitments.
- Ability to manage multiple competing priorities, and to apply project management principles to organize, coordinate, and accomplish work.
- Advanced problem-solving, conflict resolution, persuasion, negotiation, and consensus-building skills and independent judgement to ensure deliverables are met.
- Skilled in generating, and maintaining, successful and effective working relationships with a broad cross-section of management, technical, and administrative personnel.
- Excellent verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain, and advise senior management and subject matter experts.
- Advanced facilitation skills necessary to lead multi-disciplinary teams of technical experts through technical discussions including differing professional opinions in HOP-related topics.
Qualifications We Desire
- Possess a current HPI/HOP Practitioner or similar certification.
- Experience in training, coaching and mentoring organizational leaders at all levels.
- Experience working in nuclear or other high hazard/risk industries.
- Experience creating and producing impactful videos to assist with learning HOP principles and applying HOP error management tools as well as for culture change initiatives.
