Job Duties

The Personnel Analyst independently performs HR functions to include ER, Recruitment, Compensation, Benefits, and Transactions by performing analysis of trends, data, and jobs; interpreting and applying policies, procedures and regulations; and providing consultation in support of a district or office. Incumbent addresses all actions associated with recruitment, selection, pay determination, documentation, benefits administration, FLSA, classification and performance management. Prepares and submits personnel transactions and associated paperwork for review by manager in personnel tracking system. Responds to FOIA inquiries, provides outplacement assistance to staff, makes recommendations and implements district or office processes. Tracks the development and maintenance of Employee Work Profiles, performance actions and grievances. Develops district training plan & needs assessment. May conduct HR training & orientation for employees with pre-established training and orientation materials. May support on-boarding processes for contractors or serve as a liaison between the contract agency and contractor for on-boarding processes. May serve as a lead to HR Assistant positions.

This position is in the Virginia Department of Health Building (located: 109 Government Street, Richmond VA) and works under the guidance of Human Resources Manager of Population Health and Emergency Health preparedness. Position will support the Office of Environmental Health Services and Office of Emergency Medical Services.

Minimum Qualifications

-Working knowledge of human resources programs, regulations and guidelines.
-Working knowledge and demonstrated experience working with recruitment & selection techniques and strategies, classification &
compensation practices.
-Knowledge and experience working with benefits and the processing of personnel transactions.
-Ability to interpret and apply applicable policies and procedures.
-Ability to prepare, process, track and file a large volume of employment and position transactions.
-Experience managing competing priorities and meet deadlines.
-Experience working with confidential and/or sensitive information and upholding confidentiality.

Additional Considerations

-Extensive knowledge in the Human Resources Field.
-Knowledge of state benefit and recruitment systems (Cardinal & Page Up).
-Working knowledge of DHRM Human Resources policies & procedures.
