Functional Job Title Deputy Group Leader

What You Will Do

If you're passionate about people, customer service, and developing solutions to complex challenges, HR Operations is seeking a highly motivated Deputy Group Leader to join our organization and help us provide the right solutions at the right time for our people and organizations. Reporting directly to the Group Leader, you will provide management oversight and leadership of the day-to-day business operations for the HR Operations group. This includes:
  • Providing daily oversight of work, employees and the environment
  • Assisting the Group Leader in efforts to improve operations and efficiency, streamline work processes and work cooperatively to provide quality seamless customer service.
  • Partnering in defining and recommending organizational objectives, developing specific short and long-term strategies, monitoring progress to assure work objectives are attained and schedules are met.
  • Assisting in leading the execution of HR initiatives and programs.
  • Providing HR guidance and counsel within the business context of the Laboratory's operations.
  • Demonstrating integrity, establishing trust and displaying a commitment to quality and excellence in HR Operations.

Minimum Job Requirements:

HR Business Acumen: Ability to contribute to the development and improvement of HR policies and procedures. Demonstrated skill in conducting research, recommending solutions, and coordinating resolutions between appropriate parties on problems affecting human resources programs and administration; Taking ownership of special projects, researching data, and following through with detailed action plans; And, operating broadly across the HR competency areas (Benefits, Compensation, Staffing, etc.) and applying and integrating them based on the unique business needs of customer organizations. A customer service orientation self-starter, who is always thinking about how to improve processes, systems, and the work environment.

Leadership & Partnership: Demonstrated experience in management, supervision, and development of employees; experience performing additional aspects of personnel management, including but not limited to: managing headcount, forecasting, and budget(s); directing assignments; employee hiring and on-boarding processes; and ensuring proper team recognition and appreciation. Proven capacity to manage all forms of communication with accuracy, discretion and diplomacy in a timely and responsive manner.

Technical Expertise: Experience with HR systems and procedures; including system implementation and process improvement initiatives; Thorough knowledge and experience implementing HR processes in large, complex organizations. Demonstrated experience in the use of HR data and metrics to support or identify business objectives and initiatives.

Planning: Demonstrated experience in defining and developing of organizational objectives, developing specific short-term and long-range plans. Ability to assist in monitoring progress to assure work objectives are attained and schedules are met through staff in support of HR strategy, goals, vision, and mission. Ability to manage shifting priorities to completion even when the path forward is not readily clear.

Education/Experience : Bachelor's degree from an accredited institution and 5 years of related experience, or an equivalent combination of education and experience directly related to human resources.

Desired Qualifications:
  • Professional certification (PHR, SPHR) is highly desirable
  • Active DOE Q Clearance

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance : Q ( Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy Policy P701 for applicant eligibility requirements.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
