The NM Department of Information Technology Enterprise Services program provides the State with the information technology fabric that enables agencies to innovate and excel in their specific domains. The goal of the program is to consolidate services previously duplicated within agencies in order to promote cost savings and efficiencies. This is accomplished through the delivery and management of cost effective and efficient information technology infrastructure services, enterprise applications, and other value-added IT services.

Why does the job exist?

This position reports to the Deputy Director of Enterprise Services and is responsible for developing and managing IT related projects, as assigned, within the division. Projects will vary in scope from single agency to enterprise-wide. A significant focus area for this position will be to implement and manage improvements to business processes within Enterprise Network Services, related to tracking and managing circuits, assets and associated billing.

How does it get done?

This position will do the following:

- Create comprehensive project plans, steer projects from initiation to close out.
- Set realistic timelines and milestones. Setting achievable and measurable milestones to help projects stay on track.
- Allocate resources and manage project budgets.
- Stakeholder and management communication to engage and foster a collaborative environment.
- Draft professional service agreements, amendments, and other procurements that are technically sufficient.
- Provide in-depth analysis and best practices recommendations for Enterprise Services projects.
- Work with agencies, team members and executive staff to ensure high-quality reports and metrics are available.

All New Mexico state agencies participating in the SoNM Digital Workspace enterprise service.

Ideal Candidate

The ideal candidate will:
- Clearly articulate project outcomes, scope, schedule and risks.
- Independently manage key stakeholders' expectations and resolve problems.
- Have significant experience in project management, software development, or business/systems analysis.
- Possess solid understanding of the project management life cycle and processes.
- Demonstrate experience developing and reviewing IT contracts and scopes of work, RFPs and/or project management deliverables.
- PMI Certification (desirable)
- Understanding of common enterprise IT network provider statements of work and underlying technologies (desirable)

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Substitutions Apply. See Substitution Table below. CAPM/PMI-ACP certification may be substituted for one year of experience. PMP/PgMP certification may be substituted for two year of experience.

Employment Requirements

Must possess and maintain current ID or Driver's License. Pre-employment background investigation is required, and employment is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
