NY HELPS Non-competitive Minimum Qualifications:
Human Resources Specialist Trainee 1: A bachelor's or higher degree.
Human Resources Specialist Trainee 2: A bachelor's degree and one year of professional human resources experience.
Human Resources Specialist 1: A bachelor's degree and two years of professional human resources experience.
Substitutions: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Strong service-oriented focus and collaboration skills; strong written, interpersonal, and communication skills; ability to work in a fast-paced environment with changing priorities and deadlines; ability to work successfully as part of a team and independently; strong attention to detail; strong computer skills, including experience with Microsoft Excel, Word, sharepoint and Outlook.
Duties Description Acting as a business partner to our Department's programs, the Human Resources Specialist 1 will provide a full spectrum of personnel management in collaboration designated program areas, including administration of staffing and recruitment, position classification, examination planning, and management of employee probation and leaves of absence; provide technical assistance to programs in the administration and interpretation of Civil Service Law, Rule and policy, as well as agency specific policies and procedures; research and analyze appropriate documentation for a broad range of HR topics, including the potential implications; identify business process improvement opportunities, evaluate alternate strategies or solutions, and develop recommendations and rationale; represent DOH at job fairs and recruitment events across the state.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
