This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Human Resources Specialist Trainee 1: A bachelor's degree or higher.

Human Resources Specialist Trainee 2: A bachelor's degree AND
Either 1. One year of professional experience *; OR
2. a Juris Doctor, master's or higher degree in a field related to the position being filled **

Human Resources Specialist 1: A bachelor's degree AND
Either 1. Two years of professional experience*; OR
2. a Juris Doctor, master's or higher degree in a field related to the position being filled** AND one year of professional experience*.

*Professional experience must be performing the duties of the full performance level position.

Duties Description The incumbent of this position will report to the Administrative Services Director, Binghamton Regional Office. The incumbent will assist in the management of all Regional Administrative Service Group activities. Oversight responsibilities will include the following areas: Personnel, Employee Development, and Office Services.

Duties will include, but not be limited to:

• Post job vacancies for all departments within NYS DOT Region 9 internally and externally, ensuring compliance with department policies and negotiating unit agreements.
• Request appropriate NYS Civil Service Examination Lists, canvass lists, compile subsequent canvass responses and contact information for hiring departments.
• Assist NYS DOT Region 9 departments with the hiring process to ensure compliance with agency and NYS Civil Service rules. Ensure accuracy of submitted supporting paperwork and verifying credentials.
• Assist regional employees with obtaining Personnel/HR forms, and answer questions regarding time and attendance, leaves, and timesheet recording.
• Provide verification of employment to outside entities such as financial institutions, employers, and other state agencies.
• Assist with contract/disciplinary grievances for Regional Groups and Residencies, policy and contract interpretation.
• Liaison to OGS for Binghamton State Office Building concerns.
• The incumbent will provide daily supervision of subordinate staff, which includes monitoring time and attendance and ensuring office coverage.
• Additional duties appropriate for a Human Resources Specialist 1 may be assigned including supervising subordinate staff.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
