Job Summary

*Telework (Within Minnesota or Neighboring States) and flexible hours options are available.

As a Human Resources Technician, you will provide technical personnel support to the Human Resources Division Staff and Department Managers, Supervisors, and Employees to ensure that HR functions are accurately and professionally completed within State and Federal regulations, state policy and administrative procedure, and collective bargaining agreements/salary plans.

Principal responsibilities/major tasks include:
  • Process personnel transactions in the State's personnel/payroll system (SEMA4).
  • Provide personnel and administrative support to the HR staff.
  • Perform general administrative activities.
  • Provide support and assistance to staff and customers on personnel issues.
  • Advise managers, supervisors, and employees on various HR inquiries.
  • Upload personnel documents into the Electronic Document Management System (EDMS)
  • This position has access to documents/data containing labor relations information and provides data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues. Provide assistance and information for use in the development of a strike plan.


Qualifications

Minimum Qualifications

Human Resources Technician 1

One (1) year of experience performing clerical or technical duties in a human resources office or processing payroll.

Human Resources Technician 2

One (1) year of technical experience in human resources that includes the entry of HR transactions (e.g. employee hires, salary increases, probationary period end dates, leaves of absences, separations, etc.) in a HR information system.

Experience must include:
  • Entry of HR transactions in a PeopleSoft or similar HR information system (e.g. employee hires, salary increases, probationary period end dates, leaves of absences, separations, etc.)
  • Knowledge of Human Resources processes and all applicable state and federal employment laws, rules, and regulations

Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Thorough understanding of collective bargaining agreements.
  • Ability to consistently produce accurate, quality documents and data.

Additional Requirements
  • The Minnesota Department of Human Services (DHS) will conduct criminal background checks on all finalists for this position. Finalists must pass the DHS background check.
