Major Duties and Responsibilities

Under administrative direction , formulates and directs implementation of human service program policies, procedures, goals, and objectives having statewide impact of Ohio Statewide Automated Child Welfare Information System (SACWIS) (e . g. , storing, processing, and retrieving foster care, adoption, and placement data and for child abuse and neglect tracking), Ohio Certification for Agencies and Families (OCAF) System for the Department of Children and Youth (DCY), and other supporting child welfare systems : formulates, implements, and directs policies and procedures (e . g., tracking of client eligibility for federal and state funding; system tracking and managing system transactions; capture of information for all service providers; system tracking of recruitment of foster care providers and adoptive families; electronic transfer of data between Ohio SACWIS and other systems); formulates and directs implementation and evaluation of system design requirements and methodologies for effective workflow and data capture of child welfare automation initiatives (e . g . , ensures compliance in child welfare automated system design; evaluates design documents; evaluates adherence of system development to federal and state requirements); directs analysis, content, and preparation of reports and utilizes personal computer and other evaluation tools (e.g . , county data and state data sets; performance criteria; test case scenarios and security profiles for child welfare automation users [e . g . , public and private child protection agencies; congregate care agencies ; state policy staff; state management staff]) needed for child welfare automation design, development, testing, and technical assistance; reviews, evaluates, and plans implementation of system improvements based on child welfare information (e.g . , data conversion from current child welfare automated systems; implementation of new system releases; evaluation of counties' knowledge [e . g ., Ohio SACWIS, Residential Treatment Information System (RTIS); OCAF]); prepares comprehensive written reports summarizing findings and recommendations (e.g ., system enhancements and design ; system implementation requirements ; corrective action steps to identify problems) ; coordinates with program/policy sections to support county child welfare automation operations ; provides technical assistance to Public Children Services Associations (PCSA) and other public service entities (e . g. , county children's services agencies/organizations ; human services operating units ; law enforcement agencies ; courts ; county boards) on appropriate use of data as related to child welfare automation ; oversees the CS Systems Support team on project initiatives, interfaces, and upgrades that impact DCY to ensure they meet federal and state guidelines as well as needs of county agencies/ users ; provides functional management as needed to oversee new initiatives as approved by state/federal project and budget guidelines ; collaborates with team to support additional roll-outs and/or access to systems as stipulated in federal/state plans .

Supervises assigned staff (e . g . , assigns work and provides direction; makes recommendations for hire ; reviews work and provides feedback ; establishes employee goals and coaches employees ; conducts performance evaluations ; monitors and evaluates staff performance ; approves/disapproves requests for leave ; recommends disciplinary action ; conducts staff meetings ; encourages staff development) .

Acts as liaison with community service providers and/or operational policy sections of DCY on automated systems needs to ensure compliance with legal , federal , and state reporting requirements and system operations ; represents department at meetings, conferences , and seminars on various elements of child welfare automation; participates in development/revision of program policies and procedures .

Performs other related duties as assigned (e . g . , participates in and/or conducts staff and training meetings; travel to attend meetings, workshops, and trainings; makes public presentations ; provides expertise upon request to public officials ; operates personal computer to produce correspondence , reports, and other documents ; maintains logs , records, and files) .

Travel required , as needed. Must provide own transportation or , in order to operate a state vehicle , you must have a valid drivers license .

Qualifications
The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

OPTION 1

• Completion of undergraduate core program in social or behavioral science or pre-medicine; AND

• 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; AND

• 6 mos. exp. in management; AND

• 12 mos. exp. in supervisory principles/techniques.

OPTION 2

• Completion of graduate core program in social or behavioral science or medicine-related field; AND

• 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; AND

• 6 mos. exp. in management; AND

• 12 mos. exp. in supervisory principles/techniques.

• Equivalent of Minimum Class Qualifications For Employment noted above.
