Essential Functions and Job Responsibilities

The successful candidate will act as the information security officer (ISO) compliance lead from the contractor side supporting the Department of Veterans Affairs (VA) Office of Information Technology (OIT) Transformation Support Services (TSS). The candidate requires strong ISO skills and hands-on experience in a government environment to support and maintain an ISO posture that is compliant with all VA and broader U.S. Government security policies regarding the baseline of equipment (networks, devices, systems) in use by VA. Ideally, this candidate will interface with counterparts on the client side at VA to calibrate information security posture. Support will include scanning, detection, logging and remediation of all equipment baselines in scope to the proper level to meeting Information Security Office requirements. The candidate will have knowledge and background in leading Continuous Readiness in Information Security Program (CRISP) in a highly decentralized enterprise environment like VA or similar size organizations. The candidate will be expected to mature customer relationships within the ISO and coordinated with the Enterprise Security Operations (ESO). This candidate will work closely with multiple VA Information Security Office stakeholders to maintain an optimum operational status across the VA enterprise.

This candidate will lead a team of highly focused IT staff to support CRISP across networks, devices and systems. The candidate will mentor and guide a staff of IT security specialists. Core capabilities include leading a team to define program risks and mitigation, establish baselines, perform continuous cyber security reviews and remediation. The primary focus for this position is cybersecurity remediation services - patching and upgrades to negate vulnerabilities. The candidate will need to be versed in VA's CRISP program or a program of size, tasking complexity, and understand the relevant support areas including configuration and change management.

Duties and responsibilities will include, but are not limited to:

• Leading a team of highly qualified, geographically diverse, technical staff to continuous readiness of security patching and upgrades
• Forging relationships with multiple OIT division leaders as well as other Contracting leads across VA's multi-vendor environment
• Present strategies, objectives risks and timelines to achieve the desired OIT ISO objectives
• Reviewing trends of Information Security Office actions to support continuous improvement
• Provide thought leadership to VA in progressing their CRISP program
• Identify opportunities to satisfy material weakness findings and vulnerability support
• Capture and report on quantity-based performance metrics used to track CRISP functions for status reporting
• Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
• Document VA requests via action items and develop materials to respond to these requests
• Execute change and resource management processes that integrate with the multi-district CRISP program governance processes
• Support action item management and definition and mitigation of program risks
• Support real-time transparency reporting for all support staff within an assigned district

Minimum Requirements:

• Bachelor's Degree in business related field, engineering, or a related scientific or technical discipline with at least 10+ years of experience
• Must have one of the following: CISSP, CISM, CGRC, Security+
• Must have 5+ years of progressive experience managing security remediation and configuration
• Must have 5+ years in managing network/system/application vulnerability scanning and security patching to support Continuous Readiness in Information Security Program or similar information readiness in another Government organization of similar size, tasking and complexity
• Must have experience supporting a Government agency, preferably Veterans Affairs
• Must demonstrate critical thinking skills to resolve stakeholder conflicts
• Must have outstanding written and verbal communication skills with the ability to present business leaders
• Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

Washington, DC and/or Austin, TX metro area preferred but remote applicants considered. Team members living in the DC and Austin metro need to travel to local client sites at the discretion of the government lead.

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
