For appointment via NY HELPS* Program:
• One year of permanent, competitive class service as an Information Technology Specialist 2 at NYSIF; OR
• Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
• Bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science AND two years of experience as described above; OR
• Bachelor's or higher-level degree in any field AND three years of experience as described above; OR
• Associate's degree with 15 semester credit hours in a computer science field AND four years of experience as described above
Candidates eligible under the NY HELPS* Program must also possess the following additional qualifications:
• Minimum of 5 years of Cascading Style Sheets experience
• Minimum of 5 years of HTML experience
• Minimum of 5 years of Java Script experience
• Minimum of 5 years of MS Visual Studio experience
• Minimum of 5 years of PL/SQL experience
• Minimum of 5 years of XML experience

Duties Description The incumbent will be assigned to the current and on-going initiatives with Workers' Compensation Policy systems, participating in new and on-going application development efforts. The focus will be on application re-engineering efforts for a suite of policy administration systems including underwriting, premium audit, risk control, and billing systems.
Responsibilities include, but are not limited to:
• Participate in technology upgrades and process enhancements for all existing PHS systems.
• Work on strategic and statutory projects.
• Be able to develop using HTML, CSS, JavaScript, PL/SQL, XML, TFS and Visual Studio.
• Lead small projects and tasks with little guidance.
• Guide and assist subordinate staff in resolving technical problems.
• Design/create websites, APIs, and batch processes.
• Be able to guide other staff and assist when they have issues with their tasks.
• Be able to follow Agile Project Methodology.
• Production support/Fix issues in a timely manner.
• Follow NYSIF standards and procedures and enforce them.
• Perform the full range of supervisory duties.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NYSIF's mission is to guarantee the availability of workers' compensation insurance at the lowest possible cost to New York employers and to provide timely, appropriate indemnity and medical payments to injured workers, while maintaining a solvent fund.
