Under general supervision of an Information Technology Supervisor II, the Information Technology Associate (Associate), will support the Production Operations (PO) Unit, and other customers within the State Controller's Office (SCO). The duties of this position are focused in the Software Engineering domain, however, work may be assigned in other domains as appropriate. The Associate will provide an expert level of technical support. The Associate will analyze, develop, resolve and implement changes utilizing advanced technologies. The Associate must possess excellent interpersonal skills and communicate effectively in person, over the phone, and electronically with SCO personnel and external clients/peers. The incumbent must be able to work off-shift schedules (evenings and nights), weekends, and be on call in an Operational or Business Recovery event.

Duties and Responsibilities:

  • Provide an expert level of technical support as well as higher level of analytical skills to resolve the most complex California Department of Technology (CDT) mainframe issues, SCO's IT system interfaces, online Customer Information Control System (CICS) regions, critical Virtual Storage Access Method (VSAM) files, Integrated Data Management Systems (IDMS) applications and Focus Databases.As projects are assigned, represent the PO unit on tasks requiring technical support of our z/OS and UNIX environments. This may include special projects or assignments utilizing the Hierarchical File System/Multiple Virtual Storage (HFS/MVS) UNIX installations, OCOPY utilities. Collaborate with project leads and managers concerning the implementation of the FI$Cal project and/or any special production and modifications to be processed.
  • Maintain, coordinate production releases and act as the Subject Matter Expert (SME) between programmers, customers and PO staff. Provide online monitor support for the department.Perform update installations, run daily, weekly, monthly and periodic processing cycles and execute order driven on-demand requests for SCO's key sub-systems and processes to include:California Financial Information System (CFIS) Claims, Direct Deposit Claims (DDC), Medi-Cal Payment Reimbursement (MPR) claims, Retired Rolls, Lottery claims, Lottery Apportionments and Lottery Franchise Tax Board (FTB) Offsets, Payroll, Business Month, Employment History (EH) and Leave Accounting System (LAS).
  • Analyze new program documentation, Job Control Language (JCL), Interactive System Productivity Facility (ISPF) dialogs released by programmers for compatibility with the existing production environment.
  • Collaborate with CDT and /or the Enterprise System Support (ESS) Unit to ensure new hardware/software installations will not negatively affect PO production processing. Work with CDT to ensure the latest encryption software is implemented for data security. Analyze current data file transfer methods by working with the CDT and the customer to see if the connectivity lends itself to a secure transport of confidential data. Determine if customers can securely connect through the internet into the CDT and eventually the SCO.
  • Analyze and identify system configuration and performance measures with CDT, ESS staff and make recommendations on changes that will benefit the SCO.
  • In a backup capacity, develop, install and maintain the IT Global Calendar (IGC) that is utilized during the execution of production batch processes via the Enterprise Systems Platform (ESP). Obtain the workload calendars from SCO divisions and transfer the workload process to the IGC when necessary. Update changes that occur from the customer's workload immediately to the IGC. When working on the IGC, all processing must halt until updates are completed. Research and resolve complex mainframe production issues and operation recovery needs.
  • Develop, research, schedule, and troubleshoot space management reports, data file reports and the status of current projects. Advise and participate in establishing processing schedules, control procedures, and system testing methods. Evaluate and identify new technical software products for upgrading the department mainframe operating system as well as communicating the results and providing recommendation to the technical team. Develop and process job stream tests for large and/or complex systems. Develop, maintain and provide documentation on procedures, guidelines and online information for the PO unit.
  • Provide documentation on basic procedures and guidelines for execution of all production batch processing. Update documentation residing on PO's SharePoint site for PO staff use. Test installations, copy data, maintain conversion lists, notify customers, and update production JCL with new encryption program for future tape builds. Assist in developing training material for changes to the PO environment. Provide technical training to the PO staff on the fundamental changes to JCL, International Business Machines (IBM) utilities, ISPF, and various environments.
