Position Summary

This position is the line manager of insurance examiners responsible for monitoring complaint investigation and resolution, legislative correspondence, press and other inquiries, market conduct, and policy forms for health insurers doing business in Wisconsin. This position is responsible for formulating, determining, and implementing insurance program management policies and procedures, providing subject matter expertise in health insurance, and ensuring compliance with state and federal laws, and administrative rules and policies. The position will follow all Health (B) Committee, Working Group and Task Force meetings at the NAIC (National Association of Insurance Commissioners), and will track and report to the section chief on notable issues that arise in that area. This position is also responsible for expert-level knowledge of current and new insurance statutes, rules and NAIC model laws as they relate to health insurance marketed in Wisconsin. The unit's functions include complaint handling, on-site examinations, data analysis, forms review as part of the complaint investigation process, enforcement action preparation, as well as policy, procedure, and rule development in the health insurance unit.

Salary Information

This Career Executive Insurance Program Manager position is assigned to pay schedule/range 81-02. Starting pay for this position will be between $41.00 - $45.00 per hour, depending on candidate qualifications. A 2-year career executive trial period may be required. Pay for current state employees will be in accordance with the State Compensation Plan.

Job Details

Due to the nature of the position, OCI will conduct background checks on applicants prior to selection. OCI does not sponsor visas and is not an eligible OPT employer for those with F1 visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.

This position has potential for a combination of telecommuting and in-person work after an initial training period has been completed. At this time, this position is required to work in the office on Mondays.

Qualifications

Minimally Qualified candidates will have experience with all the following:
  • Researching, interpreting, and analyzing complex insurance or regulatory information such as statute, policy, administrative code, and/or contract language
  • Management, supervision, or leadership of a team, including elements of team building, team development, employee development, supervision, and/or evaluation; (this can include informal leadership or leadership of a project group or workgroup)
  • Management of projects, including collaborating and communicating across functional areas, managing timelines, and/or bringing projects to completion.

In addition to the minimum qualifications above, well-qualified applicants will also have experience with the following:
  • Prior experience within the health insurance industry, which may include processing health insurance claims, providing customer service pertaining to health insurance coverage, etc.
