Department Profile

The ISG Financial Crimes Risk ("FCR") Team is embedded within the Firm's business line. It is responsible for identifying, assessing, and escalating potential money laundering and reputational risk issues associated with higher risk client types. The FCRCO Team is considered the first line of defense and supports the onboarding and enhanced due diligence processes for Morgan Stanley.

Position Overview

The Program Governance Lead will be responsible for establishing and managing the program governance function within the First Line Financial Crimes Risk team. This role will ensure that appropriate governance structures, processes, and controls are in place to support the identification, assessment, mitigation, and reporting of financial crime risks. The individual will work closely with cross-functional teams, senior stakeholders, and external regulators to ensure compliance with internal policies and external regulatory requirements while fostering consistency in governance across the organization.

Primary Responsibilities

Establish Program Governance Framework

• Design and manage the governance structure, including the establishment of governance forums, working groups, and steering committees to ensure effective oversight, decision-making, and risk mitigation.

Program Execution and Monitoring

• Lead the execution of program governance initiatives, including defining objectives, scope, deliverables, and KPIs. Ensure timely delivery of program milestones and adherence to governance standards.

Risk and Control Oversight

• Collaborate with key stakeholders to identify and mitigate financial crime risks, ensuring that governance processes are fully integrated with risk assessment, monitoring, and reporting mechanisms.

Stakeholder Engagement and Communication

• Work closely with internal stakeholders (e.g., Compliance, Operations, Legal, Audit) and external regulators to ensure transparency and consistency in governance practices. Provide clear and regular updates to senior management on governance activities and program status.

Regulatory Compliance

• Ensure that governance frameworks and controls are designed to comply with all relevant laws and regulations related to financial crimes, including AML, KYC, and sanctions compliance.

Continuous Improvement

• Drive a culture of continuous improvement by assessing the effectiveness of the governance program, identifying areas for enhancement, and implementing best practices.

Role will require in office attendance 4 days/week.

Qualifications:

Qualification

Experience Required:

• Bachelor's degree in Business, Finance, Risk Management, or a related field; advanced degree preferred.

• 8+ years of experience in financial crimes risk management, governance, or risk/control functions within financial services.

Skills Required:

• Proven experience establishing and managing governance frameworks in a financial services or regulatory environment.

• Excellent stakeholder management and communication skills, with the ability to influence and collaborate at all levels.

• Ability to manage multiple priorities in a fast-paced environment and deliver results under tight deadlines.

• Strong analytical, problem-solving, and decision-making skills.

• Experience working with cross-functional teams in a complex, matrixed organization

• Advanced knowledge of Microsoft Office tools (Word, PowerPoint, Excel, and Access)

Ability to:

• Investigate, identify issues, impacts and trends to propose comprehensive solution

Expected base pay rates for the role will be between $175,000 and $300,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
