Pay

This position is an Exempt position at pay grade 212.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

The IT Business Analyst II serves as a liaison between the City of Corpus Christi departments and Information Technology (IT) in order to provide technical solutions to meet City needs. They will analyze business operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions; assist in the business process redesign and documentation as needed for new technology; and translate business requirements into functional specifications for the IT organization and manage changes to such specifications. They will also educate the IT organization on the direction of the business, negotiate agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation, and posses an understanding of technological trends and use this knowledge to bring solutions to business units supported.

Responsibilities

• Consults with business users, business process owners, and serves as liaison to IT department

• Resolves day-to-day technology needs of the department with a focus on the analysis of processes by dissecting problems and suggesting solutions

• Develops process performance measures and assists in planning the transition to a new process

• Follows security policies and best practices

• Reviews business processes, analyzes existing procedures, researches solutions, and makes recommendations for improvements

• Aids and works with team members to develop purchasing specifications, requirements, and proposals

• Works closely with business process owners and vendors to implement new processes

• Develops purchasing specifications, requirements, and proposals, up to and including City Council and/or City Board Agenda items

• Mentors team members in troubleshooting and maintaining business processes

• Supports project management activities

• Leads meetings and interacts with business process owners to advocate solutions for business problems, where appropriate, and to communicate how IT systems can meet business needs

• Facilitates discussions between departmental representatives to reach best practice and cost-effective solutions

• Prepares training content and conducts training classes to departmental subject matter experts, following the train the trainer approach

• Writes technical and end-user software documentation, testing guides, user guides, and job aides using best practices

• Writes vendor specifications for the application based on business needs

• Leads and performs business upgrade activities, including but not limited to, business analysis, documentation, testing, and resolving issues

• Ensures a quality product is delivered to the business

• May be asked to perform other duties as assigned

Qualifications

• Requires an Associate's Degree (AA/AS) or 2-year technical certificate

• Minimum of two (2) years of experience

• A combination of education and pertinent experience may be considered

• Must be able to pass a Criminal Justice Information Services (CJIS) background check

• Experience with ERP, Asset Management systems, Process Documentation, Process Flows, and Document Management preferred

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
