The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as anIT Portfolio Manager - Project and Product Line Deliveryin our Information Technology Division. The Portfolio Manager provides strategic/tactical leadership and oversight for creating, sustaining, implementing, and driving efficient and effective project and product delivery processes in support of business objectives. The individual will be responsible for ensuring alignment with organizational goals and have a focus on maximizing project predictability, minimizing risks, and delivering value to stakeholders by applying robust project management practices. This individual will collaborate with leaders and stakeholders from both Information Technology division and the business to ensure proper coordination and execution of activities related to the delivery of projects and products lines. The position requires significant interaction with cross-functional areas within ITD, collaboration across other technology portfolios, and excellent communication and relationship management skills to influence and resolve issues.

Job Duties

Ensure Compliance - Champion adherence to ITD policies and processes. Provide accountability for compliance by ensuring that Supervisors have appropriate functional controls in place to comply with required VITA, DHRM, VDOT, and ITD policy. Provide oversight by performing periodic reviews of those controls.

Execute Programs - Direct, through subordinate supervisors, all program, operations, and staff in assigned IT Portfolio. Perform managerial and technical work ranging from moderate to considerable difficulty. Responsibilities include planning, implementing, and improving programs, systems, projects and services within assigned IT Portfolio. Monitor processes for each program area within the assigned IT Portfolio by assessing performance via tactical Key Performance Indicators (KPIs). Work with supervisors to target underperforming areas for process improvements. Interact with ADAs and IT Portfolio Manager Cohort to ensure that customer needs are met. Focus on implementation of annual strategic focus areas in alignment with the IT Strategy and Business Plan. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan.

Lead, Develop and Direct Supervisors - Provide effective management of ITD Supervisors across a portfolio of IT functions. Interact with subordinates to provide leadership and guidance in managing their assigned area. Ensure development and performance improvement of assigned ITD staff. Actively contribute to the development and improvement of the ITD organization and all associated processes. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan.

Improve Processes - Manage work throughput by monitoring and measuring operational metrics alignment to ITD goals. Implement through subordinate supervisors' changes needed to bring operational performance into alignment performance and strategic goals.

Requirements:
  • Skills in procurement and vendor management
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
  • Knowledge of Commonwealth of Virginia procurement laws and regulations including VITA procurement processes.
  • Knowledge of tactical and strategic management of large enterprise-wide technology portfolios with specific detailed knowledge of Project and Product Line Management, Contract and Vendor Management including methodologies, metrics, techniques, and control processes.
  • Ability to manage, monitor and facilitate compliance with requirements for security, architecture, procurement, budget and billing processes
  • Knowledge of IT Management and Governance Portfolios and accompanying metrics, techniques and control processes
  • Knowledge of management and human resource principles and practices to include hiring, discipline, performance management and employee development.
  • Knowledge of the development of enterprise technology strategy, governance and compliance techniques, quality control and the development and implementation of policies, standards, processes and procedures.
  • Knowledge and skills in drafting technology related statements of work and requests for proposal.
  • Apply effective management of ITD budget and fiduciary responsibility.
  • Interacts with customers to identify, plan, and perform actions to meet customer needs.
  • Comprehensive knowledge of vendor contracting, and vendor management methodologies related to information technology projects.
Minimum Qualifications
  • Skill in financial management.
  • Skill in people and resource management.
  • Skill in managing IT supervisors in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.
  • Experience in managing IT Portfolios including Strategy and Governance, Infrastructure and Operations, Security and Risk, Applications, PPM & Projects, Data and Business Intelligence, Service Planning and Architecture.
  • Skill with oversight and compliance controls for technologies and functions appropriate to leading an IT Portfolio.
  • Ability to manage, monitor and facilitate compliance with state and VDOT requirements for procurement, budget, and billing processes.
Additional Considerations
  • A combination of training, experience or education in computer science, industrial systems engineering, management or related field desired.
  • Ability to obtain and maintain PMP certification as applicable to position.
  • Extensive knowledge of technology architecture, project management processes (including both waterfall and agile), and standards and depth and breadth of technology solutions.
  • Proven experience in portfolio or product management within an IT environment, with a strong focus on product line planning and support.
  • Strong planning and organizational skills, with the ability to manage multiple projects and priorities simultaneously.
  • Strong analytical skills with the ability to interpret data, identify trends, and make data-driven decisions.

Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
