The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an IT Portfolio Manager - Finance in our Information Technology Division. This position serves as the IT Portfolio Manager directing Financial Planning, Procurement and Business Management program areas. This position is located in Richmond, Virginia.

The IT Portfolio Manager - Finance reviews and approves all technology requirements and investment business cases for proposed IT projects and procurements based on their support of the Commonwealth strategic plan for IT, the Commonwealth technology business plan, and the strategic goals and objectives of VDOT. They serve as advisory on all business-related procurements (RFPs, service agreements, etc.) with a technology component to ensure Commonwealth IT Goods and Services requirements are followed. Procurement duties include contract compliance management as well as vendor and supplier management. The IT Portfolio Manager - Finance manages the development and tracking of the annual IT budget and expenditures, ensuring all billing and invoicing is processed according to fiscal requirements. This includes supervising the use and reconciliation of the division's small purchase credit card and approving monthly transactions and statement. This position ensures VDOT management and staff are aware of compliance requirements in all functional areas, including financial management, procurement management, contract management, Fiscal, VITA, and Infrastructure Services Providers service management.

This position's specific responsibilities and duties will include, but are not limited to:

Ensure Compliance
Champion adherence to ITD policies and processes. Provide accountability for compliance by ensuring that Supervisors have appropriate functional controls in place to comply with required VITA, DHRM, VDOT, and ITD policy. Provide oversight by performing periodic reviews of those controls.

Execute Programs
Direct, through subordinate supervisors, all program, operations, and staff in assigned IT Portfolio. Perform managerial and technical work ranging from moderate to considerable difficulty. Responsibilities include planning, implementing, and improving programs, systems, projects and services within assigned IT Portfolio. Monitor processes for each program area within the assigned IT Portfolio by assessing performance via tactical Key Performance Indicators (KPIs). Work with supervisors to target underperforming areas for process improvements. Interact with ADAs and IT Portfolio Manager Cohort to ensure that customer needs are met. Focus on implementation of annual strategic focus areas in alignment with the IT Strategy and Business Plan. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan.

Lead, Develop and Direct Supervisors
Provide effective management of ITD Supervisors across a portfolio of IT functions. Interact with subordinates to provide leadership and guidance in managing their assigned area. Ensure development and performance improvement of assigned ITD staff. Actively contribute to the development and improvement of the ITD organization and all associated processes. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan.

Improve Processes
Manage work throughput by monitoring and measuring operational metrics alignment to ITD goals. Implement through subordinate supervisors' changes needed to bring operational performance into alignment performance and strategic goals.

Minimum Qualifications
  • Skill in managing IT supervisors in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.
  • Experience in managing IT Portfolios including Strategy and Governance, Infrastructure and Operations, Security and Risk, Applications, PPM & Projects, Data and Business Intelligence, Service Planning and Architecture.
  • Skill with oversight and compliance controls for technologies and functions appropriate to leading an IT Portfolio.
  • Skill in financial management.
  • Skill in people and resource management.
  • Ability to manage, monitor and facilitate compliance with state and VDOT requirements for procurement, budget, and billing processes.
Additional Considerations
  • Extensive knowledge of Financial and Fiscal Management, with a focus in IT funding streams, forecasting and strategic investment management.
  • Proven experience in IT planning supporting development, project management, and policy development.
  • Knowledge of oversight compliance as they relate to information technology and Virginia Information Technology Agency (VITA) requirements.
  • Demonstrated experience in strategic and tactical planning, program, project and portfolio management for large organizations in the public sector.
  • Experience with the complete systems development life cycle, particularly with planning, analysis, design, and project management phases. Experience with solution and enterprise architecture compliance.
  • Demonstrated ability to analyze financial and fiscal issues related to technology and develop solutions and recommendations for appropriate action.
  • A combination of training, experience or education in computer science, industrial systems engineering, management or related field desired.
  • Ability to obtain and maintain PMP certification as applicable to position.
  • Experience leading IT professionals.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
