Job Duties

The Virginia Department of Taxation has an opportunity for an IT Procurement Officer to join a dynamic team of procurement professionals. This individual is responsible for working with OT end users and developing procurements for the needs of the Department's Office of Technology (OT), such as software/hardware, software and hardware annual maintenance support agreements, issuing purchase orders against consultant/contingent labor contracts, and other projects that may develop.

This position will be responsible for assisting in the development of purchase descriptions and specifications to ensure use of the most efficient and compliant method of procurement; prepares written solicitations and sole source documentation; evaluates responses and makes awards; and negotiates with vendors, to include negotiation of acceptable terms and conditions. Additionally, this position is responsible for monitoring contractor performance, ensuring maintenance and support agreements are renewed in a timely manner and resolving compliance issues to ensure the end user's needs are met.

In addition to the OT procurements, this position will lead and/or assist with the development of RFPs, IFBs, Quick Quotes and other complex procurements that arise throughout the Department.

This position is eligible for a hybrid telework schedule.

The anticipated hiring range is up to $85,000, commensurate with experience.

Minimum Qualifications

• Experience in procurement, vendor management, and/or logistics
• Experience conducting analytical research and reporting
• Experience working with Information Technology
• Experience with Microsoft Office products (Word/Excel)
• Demonstrated contract management experience
• Demonstrated ability to handle multiple projects in a high paced environment
• Demonstrated ability to communicate with multiple levels of an organization including senior executives
• Demonstrated ability to self-start and work independently

Additional Considerations

• Knowledge and experience with the Commonwealth of Virginia Agency Procurement and Surplus Manual (APSPM)
• Knowledge and understanding of the Virginia Public Procurement Act (VPPA)
• Possession of a public sector procurement certification, VCO, CPPB, CPP or CPPO
• Experience working with the Virginia Information Technologies Agency (VITA)
• Experience in communications, training, relationship development and change management.
