Summary

This position is located within the Office of the Chief Administrative Officer, IT Program Office.

This is a competitive career detail NTE one year. The detailee(s) will be selected for a minimum of 120 days which may be extended in 120 day increments up to, but no more than one year.

Duties

As an IT Product Development Specialist, you will:
  • Analyze customer needs and define IT products that deliver optimum business value and to make hard decisions and trade-offs, especially related to resource allocation and prioritization of work across the product teams.
  • Engage development teams to ensure the product vision is clear, requirements are satisfied, and quality products offering business value are developed and delivered using multiple iterative software development methodologies, as required by the Office of the Chief Information Officer (OCIO).
  • Review and approve deliverables, ensuring compliance requirements are met and providing input to backlog priorities within the parameters of scope, budget, and time.
  • Apply project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments in order to define, manage, and track all activities required to ensure delivery of products that deliver business value to customers.
  • Collaborate with product team to provide status reports on assigned products to Lead Product Owner for communicating (progress, issues, and trends) to OCAO/OCIO leadership, management, stakeholders and others on product development operations.
  • Collaborate with key stakeholders and procurement officials to: develop comprehensive and accurate statements of work or objectives; estimate accurate development costs; negotiate costs and timelines; review quality of work delivered; and identify and resolve contractor and vendor performance issues.
  • Conduct day-to-day oversight of the contractor ensuring that the work products meet the contract scope and objectives and reviews invoices to authorize payments. Reports and documents contractor and vendor performance issues and/or potential problems immediately to supervisory chain.

  • Skill in communicating effectively both orally and in writing.

Primary duties can be performed remotely and/or on USPTO's Alexandria Campus.
