Summary

This position is located within the U.S. Department of Housing and Urban Development (HUD), Office of Inspector General (OIG), Office of Information Technology (OIT), Customer Experience Division (CED). The incumbent serves as the lead technologist and web engineer for all web and cloud-based technologies (SharePoint Online, Drupal, Office365) throughout the OIG.

Duties

The following are the duties of this position at the GS-14 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Serve as the principle expert and lead technologist for the planning, development and coordination of all web and cloud-based technologies (SharePoint Online, Drupal, Office365) e.g. installation of new environments or implementation of new patches, upgrades, and releases; consult with OIG colleagues in defining requirements and identifying integration issues; manage/perform installation, customization, testing, and implementation of IT solutions in the environment; and work with vendor engineers to correct problems and enhance performance. Identify, implement, and ensure the application of security procedures and tools.

- Technical Skills in Drupal and responsible for front-end development and theming. This position requires a combination of programming skills (PHP, HTML, CSS, JS, etc.) and aesthetics (understanding element arrangements on the screen, the color and font choices, and so on). Must have a strong understanding of industry trends and content management systems. Experience with responsive and adaptive design is strongly preferred. Responsible for helping formulate an effective, responsive design and turning it into a working theme. Work closely with back-end developers and customers to ensure an effective, visually appealing, and intuitive implementation.

- Lead and execute the deployment of web and cloud-based technologies releases into Testing, Staging and Production Environments (develops these environments where missing). The incumbent must plan, design, develop, manage, and enhance web and cloud-based systems and applications that perform in a highly efficient network systems that respond to the OIG's business requirements and to efficiently and effectively apply available resources. Ensure the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of services.

- Oversee technical management of web and cloud-based environments, content, applications, features, and capabilities and the operation of the hardware and software platforms on which they run. Monitor and coordinate web and cloud-based site development and maintenance with content providers and users and oversee the development of technical specifications for hardware platforms and information systems and management of server and network security for web and cloud-based applications.

- Formulate HUD OIG web and cloud-based strategy based on an organization's needs, mission and vision and demonstrate leadership to accomplish the goals. Evaluate use of appropriate technologies and third party tools to interoperate with web and cloud-based technology implementation and identifies and articulate to management when these solutions can be built using out of the box capabilities, through leveraging 3rd party tools, or through engagement of a custom software development effort.

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience includes the following:

Designing and developing web based applications to meet business requirements and configuring COTS/GOTS solutions; AND

Collaborating with clients and customers to identify business requirements for application enhancement or development; AND

Experience leading the migration of legacy applications to modern technologies to include the cloud; AND

Experience translating functional requirements into technical specifications and translate technical specifications into programming specifications; AND

Experience applying IT principles, techniques, and software in order to provide advisory, planning, customer service assistance, and operational support of IT programs; AND

Implementing advice and recommendations to resolve integration issues related to the implementation of new systems.
