Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission's (SCC) Office of the Commission Comptroller (OCC) seeks an experienced Fiscal Compliance and Controls Manager interested in a rewarding public service career. This is a newly created position that will report to the Chief Financial Officer (CFO) and will be responsible for managing and overseeing the SCC's Agency Risk Management and Internal Control Standards (ARMICS) program. Managing this program will involve maintaining the SCC's workplan and documentation as well as ensuring it is current, accurate, and meeting deliverables timely. It will also involve working closely with the SCC's revenue collecting divisions, to collaboratively evaluate communications, risk assessments, processes, procedures, compliance related documentation, and internal controls. Following evaluation, the candidate selected for this position will recommend, document, implement, and monitor processes and improvements. Additionally, the Fiscal Compliance and Controls Manager will conduct ongoing audits and will assess risks related to financial, operational, and regulatory controls across the internal divisions of the SCC. This position will be tasked with identifying risk, evaluating deficiencies, and working with internal divisions and stakeholders on remediation strategies to ensure compliance with the ARMICS program. The Fiscal Compliance and Controls Manager will also work closely with the Office of Internal Audit (OIA) to address internal and external audit findings and monitor corrective action plans. This position will support the CFO and the OCC division with performing other related work or projects as required. This position offers a hybrid work schedule (generally 3 days of telework and 2 days in office per week) as well as opportunities to attend job-related training and to obtain related certifications.
Qualifications
Preferred qualifications for this position include considerable professional experience in accounting/finance, auditing, and/or enterprise risk management, and a bachelor's degree in Accounting, Business Administration, Finance, or a related field. A current CPA license is preferred. An understanding of governmental fiscal processes, procedures, and internal controls, particularly around revenue functions is preferred. Prior audit and/or business process improvement, ARMICS or SOX experience is also preferred. Knowledge of Generally Accepted Accounting Principles (GAAP) and/or Generally Accepted Governmental Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) is critical for success. The ability to gather, organize, and present statistical and financial information derived from a variety of sources and software systems is critical. The ability to analyze financial and non-financial data is essential. Ideal candidates will have the ability to work independently; think critically, gather, and analyze information using a variety of techniques; present ideas and conclusions clearly, both verbally and in writing; demonstrate strong organizational skills; and establish and maintain effective and collaborative working relationships with SCC staff. Strong communication skills and the ability to apply sound judgement and professional skepticism is essential. A Project Management Professional (PMP) certification is considered a plus.
