IT Operations Manager

Anticipated Starting Salary Range: $90,000 - $120,000

Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission (SCC) seeks an IT Operations Manager to join our Health Benefit Exchange (HBE) division. The Health Benefit Exchange operates Virginia's Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia's own state-based health insurance marketplace where consumers can shop for, compare, and purchase high-quality and affordable health insurance plans. As an IT Operations Manager, you have the unique opportunity to join a growing and talented professional team assisting in the development of the Health Benefit Exchange. The position works a hybrid schedule, generally 3 days of telework and 2 days in office each week.

Responsibilities of the IT Operations Manager will include the following:
  • Managing IT Operations and Program Management staff and activities
  • Overseeing the successful implementation of quarterly vendor releases
  • Managing the submission of process(es) for the review and approval of Notice changes, configuration changes, and UI/UX content decisions
  • Developing and maintaining the HBE Operations vendor release management process documentation
  • Developing and implementing IT initiatives, projects, and solutions with vendor and HBE stakeholders
  • Evaluating the performance of current operations and recommending improvement strategies to achieve business goals
  • Participating and contributing to HBE's strategic planning activities
  • Managing HBE operational activities for platform annual processes, including (but not limited to) periodic data matching, auto-renewals, open enrollment and 1095 generation
  • Overseeing the management of HBE's risk, actions, issues, and decisions (RAID) log to ensure that risks are mitigated, actions are completed, issues are resolved, and decisions are made timely
  • Monitoring system performance and ensuring availability and reliability using Grafana and Sisense
  • Leading HBE staff through risk and issue management reviews to include risk identification, mitigation strategy development and issue resolution
  • Reviewing assigned vendor deliverables and recommending acceptance or rejection within contractual deadlines
  • Managing vendor business continuity and disaster recovery planning, testing and implementation
  • Leading business continuity and disaster recovery planning, testing and implementation as the division representative for the SCC
  • Assisting in the development and management of the change control process and interfacing with suppliers
  • Overseeing the timely review and analysis of vendor Service Level Agreements
  • Collaborating with cross-functional teams to analyze operational processes, workflows, and platform release changes
  • Managing, coaching, developing, training, and evaluating staff
  • Performing other related duties as assigned
Qualifications
Preferred Qualifications
  • Significant professional experience in an IT services environment including work with leading IT operations and projects, IT vendor management, contract administration, SLA reviews/adherence, and change management
  • Professional experience directly managing staff and teams
  • Demonstrable organizational, analytical, and problem-solving skills, with an understanding of complex case resolution while working with various stakeholders and systems/processes
  • Demonstrated effective leadership with the ability to communicate effectively and set clear expectations
  • ITIL, PMP, or other IT management certifications are preferred but not required
  • Excellent oral and written communication skills
  • A bachelor's degree in computer science, information systems, or a related field is preferred but not required
  • Knowledge of and ability to manage IT work activities, processes, and to improve organizational efficiency and effectiveness
  • Ability to take initiative and thrive in a fast-paced, evolving environment
  • Ability to multi-task and project manage many tasks simultaneously
  • Ability to understand and manage the IT landscape i.e., key applications, assets, and tools- know where there are problems / challenges and work to resolve them
  • Ability to apply a strategic perspective to improve processes and systems in operations to enhance performance.
  • Ability to provide technology guidance to HBE staff
  • Ability to read and interpret data, information, and documents
  • Ability to maintain effective working relationships with SCC staff, vendors, outside agencies, and the general public is required.
  • Proficient in standard applications - e.g., Microsoft Office suite (including 365), SharePoint
  • Any experience supporting complex applications in a healthcare or health insurance-related environment is a plus
