Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a motivated and intellectually curious team member to provide policy and financial analysis for an assigned portfolio, and to assist with the financial operations of the agency. DBHDS is a state agency that supports individuals by promoting recovery, self-determination, and wellness in all aspect of life. We accomplish this with several major operations: overseeing 12 facilities, including nine mental health hospitals, a medical center, and a center for behavioral rehabilitation; contracting with 40 mental health clinics and numerous residential facilities; licensing mental health providers; and managing waivers and programs for individuals with intellectual and/or developmental disabilities. This position provides the Office for Finance and Administration, the Commissioner, the Executive Team, and program staff with comprehensive, accurate, and timely analysis recommendations on budget development proposals; fiscal analysis on legislation; policy options; and other information on complex budget, program and services issues related to the development of the agency's operating and capital budget and oversees the analysis of the budget to foster efficiency and effectiveness in agency operations. This position will support the Behavioral Health and Crisis Services divisions, including budget development, budget execution, revenue and expenditure projections, fiscal and policy analysis of programmatic operations, and operational support of business processes. This is a wonderful opportunity for a motivated self-starter to gain hands on experience in public health administration, policy analysis, budget development, and budget execution. The successful candidate will be self-reliant, self-motivated, and work well within a team-centered environment.

Minimum Qualifications

• Knowledge of government administration and financial systems, budgeting and programs, automated systems, and computer technology.
• Knowledge of mathematical methods, statistics, logic, and reasoning.
• Knowledge of principles and practices in planning and budgeting, financial management, financial policy analysis and program evaluation.
• Experience with computer word processing and data management packages, such as Excel, Access, etc., with the ability to utilize sophisticated computer-based techniques to conduct database development, management, and analysis.
• Ability to anticipate problems and issues, conduct policy, issue, and systems analyses, and develop creative recommendations.
• Ability to interpret and project fiscal and programmatic data.
• Ability to adapt to a work environment where priorities and instructions frequently must be changed, with the ability to prioritize projects with critical deadlines, and the ability to initiate research and analysis without prompting from superiors.
• Effectiveness in building a rapport with peers, management and agency leadership.
• Willingness to negotiate and resolve conflicts on policy and funding recommendations among individuals with different viewpoints and handle sensitive issues and difficult situations with tact and good judgment.
• Effective communication skills, both verbally and written.

Additional Considerations

• Knowledge of state financial operations, policies, procedures, and systems.
• Experience conducting planning, budgeting, evaluation, research, or other staff-support requiring similar knowledge and abilities.
