Job Description

We are seeking a Junior Construction Work Planning Engineer to work independently under general direction of a qualified Work Planning Engineer to engage with supervisors and managers from across the Laboratory to provide technical planning support for LLNL work activities. You will facilitate the Work Planning and Control (WP&C) process in support of subcontracted work. This position is in the WP&C Functional Area within the Environment Safety and Health (ES&H) Associate Directorate.

This position requires full-time on-site presence due to the nature of the work.

You will
  • Facilitate work planning efforts for work activities of limited complexity utilizing the WP&C processes and web-based application.
  • Draft scope of work statements and task breakdowns using field walkdowns, analysis of systems and components, and knowledge of facility engineering principles.
  • Provide technical support and administrative planning through knowledge of LLNL programmatic and facility work activities. Work generally involves standard industrial hazards, and low to moderate hazard materials.
  • Author concise work packages, define acceptance and work closeout criterion, identify tools, material, and equipment needed to complete the job, and identify facility and utility outages required to perform the job.
  • Facilitate multi-disciplinary teams of technical experts and workers through the work planning process to develop work control documents.
  • Facilitate changes to work packages, ensuring involvement of the Work Planning Team, as appropriate.
  • Process administrative tasks in the WP&C web-based application. Triage work requests to determine the level of work planning required.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in an engineering, science, ES&H or other related technical field, or equivalent combination of education and related technical experience.
  • Ability to manage multiple competing priorities, and to apply project management principles to organize, coordinate, and accomplish work.
  • Fundamental knowledge of work planning, project coordination/management, and/or experience performing work authorized by a work package that is well-defined, utilizing standard techniques and methods.
  • Technical writing skills with experience developing technical documents such as work procedures, work instructions, and specifications.
  • Sufficient interpersonal, verbal, and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information.
  • Ability to obtain and maintain qualifications required for a LLNL Work Planner within 12 months including applicable endorsements.

Qualifications We Desire
  • Experience working as a field engineer, project engineer, project manager, scientist, and/or ES&H engineer performing or providing technical and/or planning support for work activities, using scientific or engineering knowledge of the various types of materials, equipment, and methods used in the technical work.
  • Experience applying knowledge of engineering and ES&H principles and compliance requirements. Knowledge of chemical, industrial, explosives, and/or radiological hazards.
