The Street Transportation Department has a vacancy for a Labor Compliance Specialist position. This position is responsible for the enforcement of federal labor standards on City of Phoenix federally funded capital improvement construction projects. Duties may include ensuring contractor compliance with federal labor compliance laws and regulations; conducting field investigations; auditing company payroll records for compliance; and acting as a conduit between the federal government, the City of Phoenix, and general contractors who perform construction activities to ensure overall compliance has been met.

IDEAL CANDIDATE

  • Proficiency with computer software.
  • Knowledge of contract compliance.
  • Knowledge of Davis Bacon and Related Acts (DBRA) is preferred.
  • Knowledge of construction industry terminology and best practices.
  • Ability to communicate in Spanish is desirable.

SALARY

Pay Range: $30.31 to $44.77 per hour.

Hiring Range: $30.31 to $36.48 per hour.

MINIMUM QUALIFICATIONS

  • Three years of experience in federal programs, contract compliance construction management, or labor relations.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • These positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience making presentations.
  • Experience conducting field investigations.
  • Experience with various researching methods.
  • Experience with auditing and analyzing certified payroll.
  • Experience with federal regulations and/or other regulatory agencies.
  • Construction industry experience including inspection, investigation, and enforcement activities.
