Position Summary



The incumbent is accountable for the daily operational function and leadership of the Clinical Laboratory at Orange Coast Memorial Medical Center with primary focus on preanalytical department sub-sections. The incumbent must ensure that fiscal and human resources are managed effectively in order to contribute to the delivery of high-quality healthcare services while meeting and, whenever possible, exceeding operational and fiscal objectives.



The Laboratory Manager is responsible for the overall operation and administration of the laboratory, including the employment of personnel who are competent to perform test procedures, and record and report test results promptly, accurately and proficiently.



Assures that the laboratory operates in accordance to regulatory agency standards, to include Federal, State, CAP and TJC.



Administer the fiscal responsibility of the laboratory, analyzing organizational and operational data, to control expenses and meet the future needs of the laboratory.



Coordinates services between and within departments to ensure quality care and positive patient outcomes.



Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. Qualifications

Essential Functions and Responsibilities of the Job



Minimum Requirements



Qualifications/Work Experience:



Education/Licensure/Certification:



Current Clinical Laboratory Scientist License in the State of California.



Previous experience in a supervisory position in laboratory services preferred.



Minimum six (6) years clinical laboratory experience.



Knowledge and understanding of Title 22, CAP, AABB, FDA, Department of Health, HCFA, TJC highly desirable.



Highly developed sense of initiative and ability to function independently highly desirable.



Good judgment, combined with supervisory skills to direct, support, and motivate



subordinates, peers, and other professional associates to accomplish department



and organization goals and objectives highly desirable.



Time management skills and the ability to perform effectively under stress highly desirable.



Knowledge of computer systems preferred.



Excellent oral and written communication skills highly desirable.



Good understanding of statistical analysis used for correlation, validation of instrumentation and methodologies and other areas of quality control used in the clinical laboratory highly desirable.



Good understanding of Continuous Quality Improvement theory and practical application highly desirable.
