Duties

The Lead Contract Specialist:

  • Perform the full range of pre and post-award acquisition activities. Develop procurement objectives, schedules procurement activities to ensure timely contract award, determines types of contracts, and determines any special regulatory or statutory requirements that are applicable to the acquisition.
  • Serves as Contracting Officer with a signatory authority to enter into contracts for acquisition of significant requirements or programs.
  • Prepares formally advertised and negotiated solicitations and contracts, including all related documentation.
  • Performs detailed analysis to determine completeness and responsiveness of quotations in the case of Request for Quotes (RFQs) and compliance of offeror's proposals with solicitation requirements in the case of Request for Proposals (RFPs).
  • Responsible for supporting socio-economic programs and category management initiatives.
  • Manages workload, schedules work priorities and sets deadlines for work completion based on workforce availability, workload, and program requirements.


The ideal candidate is a mid-career individual with a solid background and experience in pre-award, award and administration of contracts using the Federal Acquisition Regulation (FAR) specifically Parts 8, 12, 13, 14, 15, 16, and 19. He or she would possess expertise in the award of a wide variety of contract types for the acquisition of requirements for professional and technical services, research and development programs, information technology products/services, and specialized equipment or systems.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience managing cradle-to-grave acquisition activities, including contracts, simplified acquisitions, federal supply schedules, government wide acquisition contracts, and inter/intra agency-reimbursable agreements.
  • Experience providing advice on procurement strategies and procedures to program and senior officials as well as other agencies, groups and businesses.
  • Experience applying Government contracting laws and policies and commercial and industrial business practices (e.g., market trends, probable sources, and the use of cost analysis techniques) in order to provide advice and guidance to subordinate activities.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Education

Basic Requirements for GS-13 and Above:

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND
  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
