Division Description
The IT Infrastructure Division (ITID) provides the FBI with IT infrastructure services that are agile and innovative in support of the FBI's mission. ITID delivers state of the art network transport and communications, identity and access management, and mobility platform technologies to enable timely and secure collaboration between the FBI and its partners worldwide.
Unit
International Services Unit (ISU) is located in Washington, District of Columbia providing customer facing Tier 1, 2, 3, and 4 level desktop and mobile device support services to FBI international customers. Support services are delivered onsite at LEGAT locations worldwide, telephonically and by using remote technologies. This position will reside in Washington, District of Columbia.

Major Duties
  • The incumbent will lead a team of Information Technology Specialists (ITS) in support of the International Operations Division LEGAT program within ITID IT Services Section/International Support Unit. Work will involve promoting team collaboration, project planning, executing TEMPEST hardware deployments, and supporting IT desktop programs to 100+ worldwide LEGAT locations. Work will require some OCONUS travel and mission driven work hours.
  • Serves as lead specialist and/or project manager as required. In this capacity, act as a technical consultant addressing the most complex advanced systems projects as well as critical problems which confront the LEGAT in an information technology (IT) environment. Further, provide advice and guidance to the FBI's management regarding technical issues which pertain the planning, designing, developing, procuring, implementing, operating, and maintaining of LEGAT TEMPEST IT systems.
  • Team Leader explains team goals and objectives to assigned team members and assists team in organizing to accomplish work. Coaches, facilitates, solves work problems and participates in the work of the team. Observes training needs and relays training needs and requests to supervisor. Informs supervisor of attendance and behavioral problems. Relays requests for resources and supplies. Leads the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures).
  • Provides technical advice to executive level managers based on a developed expertise in the field of IT specific to LEGAT environments. Participates with superiors to determine and maintain methods of establishing priorities for assigning resources. Play a key role in formulating policies and developing strategies for LEGAT IT systems environment.
  • Lead specialist provides input on performance appraisals, make recommendations regarding personnel status changes and other matters, and approve leave requests, communicates assignments, sets deadlines, and monitors milestones, as required. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals, to the supervisor or an appropriate management official.
  • Formulates goals, initiatives, and tactical plans (i.e., systems and detailed project plans) for projects which are in consonance with the FBI's long-range IT strategy. Plan, organize, and direct studies to develop long range (i.e., 5-10 years) IT forecasts and recommendations. Develop estimates for resources and incorporate same in appropriate schedules and planning documents.
  • Execute, coordinate, and monitor testing and implementation plans; conduct post implementation evaluations of IT systems to determine performance, adequacy and possible problem areas; apply quality assurance procedures to evaluate results; document system performance and validate data integrity; and, draw conclusions regarding IT capabilities in order to improve work operations.

Specialized Experience (SE):
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
  • Experience managing complex and advanced short and long-range IT projects on a OCONUS global scale and traveling to and working in an OCONUS OGA environment.
  • Comprehensive understanding of Committee on National Security Systems (CNSS) 5000 TEMPEST hardware standards and procedures.
  • Demonstrated experience providing guidance to executive management regarding all technical issues which pertain to planning, designing, developing, procuring, operating, and maintaining IT systems.
  • Experience leading a team-based environment of technical personnel in complex and mission critical projects in an OCONUS OGA environment.
  • Experience developing interpret, plan, and apply policy and process best practices in the delivery of enterprise-wide, multi-discipline IT service capacity and performance monitoring.
