Under the general direction of the Information Technology Manager I, the incumbent acts as software engineer with expertise in software application development using Java J2EE technologies. The incumbent is responsible for the analysis, design, coding, testing, documentation, and implementation of highly complex in-house developed applications for the California State Legislature within the Architected Services Division. The incumbent will provide advanced knowledge in systems analysis and Software Development Lifecycle (SDLC) processes. T he incumbent is responsible for complex projects and acts as a knowledge expert on the use of new technologies in the enhancement and support of in-house developed products and developing new applications. The incumbent performs moderate to high-level data processing problem analysis, database design, and consulting for all environments to the legislature and OLC customers. The incumbent is responsible for assessing customer technical solutions to ensure that they adhere to the technical infrastructure and are in alignment with the Legislative Data Center's (LDC) Enterprise Architecture, including the support, reliability, and performance aspects of Oracle database infrastructure systems. The incumbent will work independently or as a team member and/or lead a team of information technology specialists on complex projects of variable risk over computer systems that are highly visible and mission-critical to meeting the business requirements of the California State Legislature and legislative support organizations. The ITS II may carry a mobile device during core business hours and off-shift hours; evenings, weekends, and State Holidays for the ability to respond to calls after hours.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • A bachelor's degree in Computer Science (or closely related field) from an accredited University.
  • 5+ years of experience working with middleware technologies such as WebLogic, Glassfish, JBoss or Tomcat.
  • 5+ years of experience developing or supporting Java J2EE based web applications, Interface technologies utilizing the Oracle database.
  • 5+ years of experience as a lead using publishing tools and technologies like QuickSilver (QS), XPP, LISP programming.
  • 5+ years of experience with J2EE, Struts, JSF PrimeFaces, UNIX, HTML, CSS, JavaScript (DOM manipulation), RESTful API, JSON, and XML.
  • Demonstrated experience with legislative applications such as History, Daily File, and the associated publishing systems.
  • Experience using modern IDEs, configuration management tools, and TOAD/SQL Developer tools.
  • Experience in writing complex SQL and PL/SQL functions, procedures, views, triggers, and advance queues to solve business problems.
  • Experience with performing systems analysis, and performance tuning (Oracle Database 19c, WebLogic, Oracle Application Server, PL/SQL code tuning, etc.).
  • Knowledge of shell scripting and web application administration.
  • Knowledge of legislative calendar and workflow process.
  • Ability to develop complex detailed specifications that result in new application functionality.
  • A strong history of successful customer service and support with a passion to meet the dynamic needs of external and internal customers.
  • Excellent verbal and written communication skills, including the ability to produce IT documentation.

Your Responsibilities
  • Leads the development and maintenance of complex J2EE based web applications.
  • Provides day-to-day administration support and maintenance of J2EE web applications.
  • Provides support to customers by fielding requests for enhancements, generating ad hoc reports, resolving production database problems, providing consultation, and technical troubleshooting expertise.
  • Cross collaborates with organizational teams to share knowledge, suggest improvements, debug existing legislative applications, and resolve technology issues.
  • Extensive understanding of legislative business processes and technical requirements, serving as both a team leader and subject matter expert for complex in-house Chamber applications used by the legislature.
  • Accurately interprets and apply program specifications, develop, and test core modules, and deliver applications that meet customer expectations.
  • Ensure data integrity and quality throughout the development process.
  • Ensures all project efforts comply with OLC and other legislative entity's policies, procedures, regulations, and mandates.
  • Troubleshoot and resolve software/hardware problems using technical knowledge and skills.
  • Manage and maintain a schedule of work to ensure project schedules and deliverables are completed within agreed-upon timeframes.
